Purpose of the role

  • The POV technical specialist acts as the company’s representative in ventures and consortiums, where Harbour Energy is a partner, but not the operator in development and production projects.
  • Will be responsible for directing and coordinating the technical disciplines to support & ensure that the operator achieve safe, efficient and cost-effective project targets
  • Support PoV lead in deriving the JV influencing strategy, annual key focus areas and their implementation.
  • The person in this position will be representative in Technical Committees of partner-operated ventures.
  • Direct and mentor junior staff in technical disciplines.
  • Coordinate and delegate to supporting technical functions in the matrix organization
  • Able to work with and communicate efficiently to all major stakeholders including different functional disciplines to achieve asset objectives and develop a strong strategic footprint for partner-operated ventures.

 

Critical Responsibilities

  • Oversee all technical aspects of existing partner-operated development and production projects (and assets) within the Mexico business unit.
  • Coordinate the necessary in-house subsurface, drilling, completion and facilities engineering related evaluation of POV assets applicable for JV Influencing.
  • Support PoV head to derive Joint Venture Influencing strategy, key focus areas and their implementation.
  • Review Annual Work Program & Budget presented by the Operator and implement JVI if required.
  • Follow up the work program and budget to ensure the operator fulfilling JOA requirements.
  • Provide updates on production, CAPEX and OPEX and provide information to Finance team for regular reporting on budget deviations and quarterly reporting.
  • Accountable for evaluating all technical documents from the Operator within the PoV concession.
  • Review and provide feedback to tenders, scope of work, budget and contract award documents for both development projects and production assets within the accountability of the POV team
  • Ensure that all contractual terms and conditions of tenders are fully understood, analyzed, assessed and presented to the management for approval decision.
  • Collect, document and communicate lessons learned from and towards operators in POV.
  • Identify and assess risks and advise the organization on suitable actions to be implemented in order to minimize any risks identified
  • Assist the Project Team for all technical topics by developing strategies and providing recommendations to limit, restrict and/or transfer company risk exposure as well as potential HSEQ, technical, financial and business impact arising from the contractual conditions.
  • Negotiate terms with project counterparts and develop and maintain strong external relationships with them.
  • Management and consistent implementation of internal policies and requirements, strong focus on communications with all required internal stakeholders.
  • Support and promote technical standards, processes and procedures as well as the continuous improvement of these along stage gate process and throughout execution until closure of projects.
  • Prepare regular technical reports and present them to the management for further input and actions.
  • Reporting to the Head of Partner-Operated Ventures, working closely with the Vice President Development & Production.
  • Follow up regularly on production and reasons for deviation vs. budget; propose improvement ideas to the Operator wherever applicable.
  • Interact with POV Finance and Commercial Specialist to ensure that all terms established by the sales contracts as well as the regulator are being met.
  • Follow up on all POV contracts, license contracts, partner joint operating agreements as well as development and production assets involving follow up on contractual terms, regulatory compliance and relationship with partners
  • Support Manager POV in TCM and OCM preparations, de-briefing including adequate time planning
  • Support the consolidation of POV budget in contributing to the BU Mexico business planning
  • Support Manager POV in JOA contract matters and obligations
  • Support Life of Field calculations by providing input for CAPEX, OPEX and production in line with local contractual agreements and company’s macroeconomics.

 

Areas of Accountability, Responsibility and Competence

  • Knowledge of service contracts in Oil & Gas projects in Mexico
  • Very good knowledge of development concepts and project execution of same
  • Excellent communication skills in Spanish and English.

Critical Skills, Qualifications, Experience

  • University Degree in Petroleum Engineering or similar engineering discipline.
  • Ten years of working experience in petroleum engineering or related engineering discipline in Mexico’s oil and gas industry.
  • Proven experience in project management and successful track record of operations in development projects or production assets.
  • Engineering background is preferred, alternatively petroleum engineering, Drilling & Completion or similar technical engineering discipline.
  • Experience in offshore projects.
  • Proficient in English and Spanish (both in writing and verbally).
