Purpose of Role:
The position is key to ensure Harbour Energy’s license to operate and contribute to the company’s efforts to build long-term strategic relationships with the government and third parties and maintain an excellent reputation by ensuring the timely and correct satisfaction of obligations under the relevant E&P grants and permits/authorizations that Harbour Energy holds with respect to its E&P assets. Accordingly, the role requires an individual knowledgeable of E&P regulations and laws, managing multidisciplinary teams and ability to cope and align operations and functions’ efforts and interests towards to the satisfaction of the referred obligations.
Areas of Accountability, Responsibility and Competence:
- With respect to each E&P asset, being accountable for the satisfaction of obligations upon the company pursuant to the E&P grants and/or authorisations or permits granted by the government, through the different levels and agencies relevant to the O&G industry. The foregoing, inter alia, to minimize interruptions or delays in key projects and operations.
- Develop and implement a management plan for the company to timely and correctly satisfy obligations pursuant to the relevant E&P grants and/or authorisations or permits granted by the government, outlining clear roles and responsibilities for the team and relevant areas. Where needed, develop local policies or processes to ensure an effective and efficient implementation of the foregoing, as well as foster standardised practices across the different assets and teams.
- Act as a focal point regarding regulatory affairs within the organisation and towards the government. With respect to the government, build strong relationships in collaboration with other areas within the organisation and in accordance with Company’s policies.
- Propose regulatory strategies not only to timely and correctly satisfy obligations pursuant to E&P grants and/or authorisations/permits, but also to seize opportunities which contribute to long-term business/projects’ objectives and operations.
- Lead and manage cross-functional teams, including direct reports and consultants, in order to ensure alignment with the Company’s success in satisfying obligations pursuant to the underlying E&P grants and/or authorisations or permits granted by the government, by fostering collaboration and accountability across all levels.
- Ensuring that all activities are carried out in a safe manner complying with all regulatory requirements, legislation and Harbour Energy HSES Procedures.
Ethics and Compliance Responsibilities:
- Ensure that all activities and behaviours are carried out in accordance with Harbour Energy’s Ethics and Compliance Policies and Procedures, and to complete any compulsory compliance training as required.
Skills, Qualifications and Experience:
- Bachelor’s Degree in Law or similar in relevant disciplines, such as engineering or business administration.
- Spanish (native speaker).
- English (full command; proficient level).
- Desirable a post-graduate degree in law or similar disciplines.
- At least 7 years in managing and/or dealing with regulatory affairs.
- Demonstrable technical knowledge and experience of the legal and regulatory requirements for E&P projects and operations at all phases.
- Strong knowledge of the previous and current Mexican regulatory framework and PSC/licenses provisions.
- Strong ability to create and maintain relationships with internal and external stakeholders.
- Ability to operate in an agile environment, working in cross-functional and multicultural teams.
- Strong organizational and management skills to handle matters related to satisfying obligations pursuant to E&P grants and/or authorisations/permits.
- Problem-solver and business-oriented mindset.
- Good communication skills.
- Creative for sustainable solutions.
