Purpose of Role:
- Oversee and manage all procurement activities related to Ogarrio field. The primary objective of this role is to ensure the timely and cost-effective acquisition of goods and services, maintaining high standards of quality and compliance with company policies. The Procurement Lead will play a crucial role in optimizing procurement processes, fostering supplier relationships, and supporting operational efficiency.
Critical Responsibilities (MAE/MATTE/HSES*):
- Ensuring that all activities are carried out in a safe manner complying with all regulatory requirements, legislation and Harbour Energy HSES Procedures.
Ethics and Compliance Responsibilities:
- Ensure that all activities and behaviours are carried out in accordance with Harbour Energy’s Ethics and Compliance Policies and Procedures, and to complete any compulsory compliance training as required.
Areas of Accountability, Responsibility and Competence:
- Develop and implement procurement strategies that align with the company’s operational and financial goals.
- Collaborate with the asset team and other stakeholders to understand project requirements.
- Oversee the end-to-end procurement process, from requisition to delivery, making sure purchase orders, contracts, and documentation are following company policies, industry standards, project-specific and regulatory requirements.
- Maintain accurate records of procurement activities, including contracts, purchase orders, and supplier performance to ensure adherence to technical and budgetary constraints.
- Conduct regular supplier performance evaluations and audits as per Contract Management guidelines/instructions.
- Identify opportunities for cost savings and process improvements.
- Identify, evaluate, and establish relationships with key suppliers and vendors and lead the negotiation of key contracts and agreements to secure the best possible terms and conditions
- Provide procurement support to other projects within the company as needed.
- Lead and mentor the procurement team, providing guidance and support.
- Foster a collaborative and high-performance culture within the team.
Critical Skills*, Qualifications, Experience:
- Bachelor’s degree in supply chain management, Engineering, Business Administration, or a related field. A master’s degree or relevant professional certification (e.g., CIPS, CPSM, CPM) is a plus.
- Minimum of 7-10 years of experience in procurement, with at least 3-5 years in a leadership role.
- Proven experience in procurement for maintenance and production operations, preferably in the oil and gas or manufacturing industries.
- Strong background in supplier management and contract negotiation.
- Strong understanding of supply chain management principles
- Strong knowledge of Drilling, maintenance, and production materials and services contracts
- Strong understanding of onshore and mature project requirements and challenges.
- Strong negotiation and contract management skills.
- Excellent communication and interpersonal skills to effectively liaise with internal teams and external stakeholders.
- Strong analytical and problem-solving abilities
- Ability to work under pressure, meet tight deadlines and attention to detail.
- Leadership skills with ability to manage and motivate a team.
