Purpose of Role: 

  • To provide strategic advice and guidance on Occupational Health (OH) to Harbour Energy’s UK Business Unit (UKBU) ensuring Harbour Energy’s OH aligns with business need.

 

Areas of Accountability, Responsibility and Competence: 

  • Oversee and direct OH resources (internally and externally) to meet Harbour Energy’s needs
  • Act as principal company medical adviser for UKBU
  • Responsible for implementation of UKBU Health & Wellbeing (H&W) strategy and also ensuring that the strategy stays current to address health & wellbeing trends observed from a variety of data
  • Owner of UKBU H&W strategy ensuring this stays current. As part of strategy target improvements to:
    • Sickness Absence Management
    • Mental Health of workforce
    • Physical Health of workforce
  • Define and governance of the UKBU health surveillance programme
  • Ensure Harbour Energy’s Medical Standard for Offshore Medicals, Emergency Response Team (ERT) medicals and other statutory medicals are in place across UKBU
  • Collection and use of data to inform a risk-based approach
  • Use of innovative techniques
  • Accountable for development of and maintaining the UKBU H&W plan to align with overall Company H&W strategy
  • Work in conjunction with other functions in delivery of UKBU H&W strategy in particular will require strong link with HR department
  • Provide expert medical advice, guidance and support in specific fields of occupational and environmental health to management in line with Harbour Energy Health Standards, protocols and business performance monitoring and reporting
  • Support Harbour Energy with new health business initiatives where practically feasible
  • Accountable for overseeing case management and fitness to work assessments including periodic reviews with HR
  • Accountable for identification of risks associated with clinical, occupational and environmental health issues associated with business activities, which may have a litigation, reputation or other business risk
  • Accountable for providing tactical direction and support for health in HR and HSES planning review, incident investigation, business assurance activities, and business performance reviews to the business
  • Accountable for ensuring robust medical emergency response protocols and clinical procedures required within the medical topside contracts, including first aid compliance (within UKBU)
  • Liaise with any Health Providers and major contractors in respect of Medevac and incident management
  • Accountable for providing business with appropriate advice on compliance within the current legislation and clinical protocols
  • Accountable for reviewing cases where long-term absence leads to Group Income Protection claims
  • Accountable for overseeing health audits, to include but not limited to: all UKBU Offshore Assets
  • Provide Medical Assurance of the Medicals being conducted through periodic Audit
  • Provide Medical Assurance of the Topside Service through periodic Audit
  • Oversight of Health Audits of Vendors
  • Assurance of Medical Emergency Response Plans and Sickbay Audits
  • Accountable for ensuring development and upkeep of Health procedures and policies
  • Accountable, as functional owner, for all 3rd party health contracts ensuring delivery meets Harbour Energy’s needs
  • Represent Harbour Energy on Industry bodies and forums when required

 

Critical Skills, Qualifications and Experience:

  • Doctor, registered with the General Medical Council, with a current licence to practice
  • Registered in a relevant specialism (e.g. occupational medicine) [preferred]
  • MFOM (Member of the Faculty of Occupational Medicine)
  • Experienced in Oil and Gas Industry
  • Experience of International travel medicine
