OBJECTIVE / JOB EXPECTATIONS
- The primary purpose of this position is to be the lead instrumentation & SAS engineer for a major development project delivering wellhead platform tie back to a FPSO.
- Lead facilities engineering studies, FEED and Detail Engineering within the discipline and deliver assurance of input to procurement of instrument & SAS components and manufacture.
- Manage interfaces with other technical functional areas (Procurement, Subsurface, D&W, FPSO, WHP etc.)
- Provide technical expertise for instrument & SAS solutions by defining engineering standards and functional specifications.
- Contribute to the continuous development of design basis and studies scope of work documents.
- Be an HSE role model towards others, including the Contractors. Raise awareness and align any gaps between Harbour Energy’s expectations and contractor’s safety standard.
- Owners' representative and Technical Authority for the discipline.
TASKS AND SCOPE OF WORK / MAIN RESPONSIBILITY AREAS.
- Lead the role as Technical Authority within the development project for this discipline in close liason with the group TA.
- Write technical specifications in line with the Mexican and international standards for the development project.
- Follow-up contractors for engineering, construction, testing and commissioning activities within instrument & SAS system, ensuring interfaces are defined, implemented and understood.
- Act as main point of contact toward ICSS/SAS vendors to ensure compliance in the instrument & SAS engineering deliverables.
- Validate vendor solutions (PCS, ESD, PSD, F&G etc engaging required assurance and verifications.
- Ensure compliance with Harbour Energy Management System.
- Assures or Delegates Systems, Instruments and Electrical degradation/threat management risk assessments and maintenance deferment risk assessments.
- Responsible to provide budget input/scope for maintenance and modifications.
- Responsible for continuously challenging technical solutions, engineering performance, and cost of alternative solutions.
- Assures Systems, Instruments and Electrical elements of the Technical MoC Process.
- Adhere to contract management processes and ensure vendor delivery is robustly managed for any assigned contracts.
- Ensure quality in Instrument engineering deliverables.
- Provide input to project Basis of Design and Functional Design Requirements as required.
- Provide technical instrument expertise for concept development, engineering and construction of instrument systems.
- Ensure that engineering and construction of the instrument system(s) is performed in accordance with project standards and functional specifications.
- Ensure lessons learned from the earlier projects and ongoing activities can be captured and addressed.
- Provide input to tender processes (SoW, project requirements etc) and support tender clarification and evaluation.
- Implement and follow the design verification process.
- Contribute to project risk workshops and follow up on engineering-related actions relating to risk mitigation measures.
- Contribute to the management of change process, development of operations plans, philosophies, procedures, manuals, etc.
- Provide study administration and governance of external study scope(s).
- Participate in HAZIDs, HAZOPs and other HSEs-related reviews.
- Identify and follow-up TQP’s and qualifications as required.
- Provide input to schedule planning and cost estimating in own area.
- Prepare relevant parts of decision support packages.
- Lead SAS commissioning scope:
- I/O checks
- Loop testing
- Logic validation
- SIF proof testing
- Assist with the development of operating manuals and ensure that the manuals relating to the instrument system are produced with an acceptable quality and in a timely manner.
- Travelling to and prolonged periods at Contractor sites is expected
- Offshore work is expected
EDUCATION REQUIREMENTS & PROFESSIONAL EXPERIENCE
Education (Required Educational Level)
- Engineering Degree within instrumentation or cybernetics.
Professional Experience (Required experience in a clearly definable field of activity and total years)
- Minimum 10 years of relevant experience.
TECHNICAL AND NON-TECHNICAL SKILLS
Technical Skills (Special Technical knowledge: As: Software. Law knowledge, standards knowledge, etc.)
- Technical professional with extensive experience of both front-line Execution phase and early phase engineering.
- Expert-level knowledge of ESD, PSD, F&G, and overall ICSS.
- Reading P&IDs, SCDs and general excellent understanding of how to design a instrumentation system together with the process discipline.
- Proven experience in the design of MAH prevention functional safety systems including but not limited to HIPPS, PSD, ESD, F&G, DCS, Telecoms, ESDV's
- Experience within the following methods will be considered as an advantage:

- design review/analysis HAZID, HAZOP, SIL, LOPA, Fault tree, Bowties
Non-Technical Skills (It refers to soft skills: i.e. leadership, management skills, negotiation, communication, etc.)
- Strong analytical and troubleshooting abilities.
- Clear communicator—capable of leading technical discussions with stakeholders, vendors, and authorities.
- Ability to work under tight project schedules with multiple interfaces.
- The ability to work in a team and contribute to other disciplines.
- Proficient in English (written & spoken).
- Skilled in Spanish (written & spoken) will be seen as an advantage
