Purpose of Role:
• Lead and manage the Treasury and Insurance function for the Mexico business, ensuring robust liquidity management, financial risk mitigation, insurance governance, banking strategy, and regulatory compliance in support of a complex upstream oil & gas operation.
• The role acts as the primary interface with banks, insurers, financial institutions, joint venture partners, corporate treasury, and relevant Mexican authorities, while providing strategic financial support to major operational and project activities. The position is accountable for safeguarding the company’s financial assets, optimising funding and banking structures, ensuring effective insurance coverage, and supporting business continuity across multiple entities and projects.
• The role drives treasury governance, cash flow optimisation, financing coordination, and financial risk management in a capital-intensive environment with significant operational, commercial, and regulatory complexity. The position also leads the development of treasury capabilities, systems, controls, and team performance aligned with corporate standards and local business requirements.

• Ensure all activities are carried out in a safe manner complying with all regulatory requirements, legislation and Harbour Energy HSES Procedures.
Ethics and Compliance Responsibilities:
• Ensure that all activities and behaviours are carried out in accordance with Harbour Energy’s Ethics and Compliance Policies and Procedures and to complete any compulsory compliance training as required.
Areas of Accountability, Responsibility and Competence:
Strategic Treasury Leadership
• Define and implement treasury strategies aligned with business objectives, capital project requirements, and corporate financing frameworks.
• Lead liquidity planning and funding optimization for large-scale upstream oil & gas operations and development projects.
• Provide strategic recommendations to senior leadership regarding cash management, financial exposure, banking structures, and treasury risk mitigation.
• Support financing activities, capital structuring discussions, and funding strategies as required.
Banking & Financial Institution Management
• Act as the senior relationship manager for local and international banking partners.
• Lead negotiations for banking facilities, guarantees, letters of credit, project support instruments, and treasury service agreements.
• Optimise banking structures, account architecture, and cash management solutions across multiple legal entities.
• Monitor financial market developments, interest rate exposure, FX volatility, and banking sector risks impacting the business.
Financial Risk & Insurance Governance
• Lead the identification, assessment, and mitigation of treasury-related financial risks including liquidity, foreign exchange, counterparty, and operational risks.
• Oversee insurance strategy and governance to ensure adequate and cost-effective coverage for offshore, operational, construction, liability, marine, and business interruption risks.
• Coordinate insurance renewals, claims management, broker relationships, and alignment with corporate insurance programs.
Regulatory & External Stakeholder Management
• Represent the company in treasury-related matters with Mexican financial institutions, regulatory authorities, external auditors, and key stakeholders.
• Ensure compliance with Mexican financial regulations, banking requirements, tax payment obligations, and corporate governance standards.
• Support external and internal audits related to treasury, insurance, controls, and compliance activities.
Oil & Gas Commercial & Operational Support
• Support treasury and insurance aspects of joint venture arrangements, cash calls, partner funding mechanisms, and commercial agreements.
• Coordinate closely with finance, tax, legal, procurement, supply chain, and project teams to support operational continuity and project execution.
• Ensure treasury readiness for major operational milestones including drilling campaigns, FPSO activities, production start-up, and infrastructure projects.
Leadership & Organisational Development
• Lead, mentor, and develop the Treasury and Insurance team, driving accountability, technical capability, and continuous improvement.
• Strengthen treasury processes, systems, reporting, automation, and internal controls to support a growing and evolving organisation.
• Promote high standards of governance, ethics, compliance, and cross-functional collaboration.
Critical Skills, Qualifications, Experience, etc. :
Technical Skills:
• Advanced expertise in corporate treasury, banking relationship management, liquidity planning, and financial risk management.
• Strong understanding of treasury operations within the Mexican banking and regulatory environment.
• Experience managing guarantees, project support instruments, and banking structures within the oil & gas or energy sector.
• Strong knowledge of foreign exchange management, treasury controls, and funding strategies in multinational organisations.
• Understanding of upstream oil & gas commercial frameworks, joint ventures, and project execution cycles.

• Strong strategic thinking and decision-making capability.
• Ability to influence senior stakeholders across operational, corporate, and external environments.
• Strong negotiation and relationship management skills with banks, insurers, authorities, and business partners.

Professional Experience:
• Significant experience in treasury, banking, or financial risk management within oil & gas, energy, infrastructure, or other capital-intensive industries.
• Experience operating within multinational and multi-entity environments.
• Demonstrated experience engaging with banks, financial institutions, auditors, and regulatory authorities in Mexico.
• Proven people leadership and team development experience.Education:
• Bachelor's degree in relevant field.
• Professional treasury or finance qualification (e.g. ACT, CFA, ACCA or equivalent) preferred.
Language:
• English: Proficient (written and spoken).
• Spanish: Intermediate or above.
