Purpose of Role:

  • The Supply Chain Lead - Wells will report directly to the Supply Chain Manager Kan and will supervise and participate in the team in charge of the preparation and execution of strategic sourcing plans in support of Wells activities, ensuring alignment with business objectives and market dynamics.

 

  • The position will lead sourcing activities from specification definition through contract award, actively managing supplier relationships to drive performance and continuous improvement, and support contract owners to ensure effective contract execution and compliance. The Well Supply Chain Lead will coordinate procurement activities related to drilling, completion, intervention and well services, ensuring timely and cost-effective delivery of goods and services.

 

  • The Supply Chain lead - Wells is also expected to uphold Harbour Energy’s Management System standards, in particular compliance, fostering a culture of safety and continuous improvement, and actively contributing to cross-functional collaboration and knowledge sharing.

 

Critical Responsibilities (MAE/MATTE/HSES*):

  • Ensuring that all activities are carried out in a safe manner complying with all regulatory requirements, legislation and Harbour Energy HSES Procedures.

 

Ethics and Compliance Responsibilities:

  • Ensure that all activities and behaviours are carried out in accordance with Harbour Energy’s Ethics and Compliance Policies and Procedures, and to complete any compulsory compliance training as required.

 

Areas of Accountability, Responsibility and Competence:

  • Lead all Supply Chain activities for Wells: monitor supplier markets, demand, forecasts, spend, supplier assessment, identify improvement (cost/value/safety) levers and select priority opportunities for added value.

 

  • Overview the implementation of sourcing activities, including setting final specifications and commercial conditions, defining critical performance factors, tendering, evaluation of proposals, conduct final negotiations up to and including contract award.
  • Supervise the execution of contracts and ensure contract performance and adherence to contractual conditions, contract variations/amendments, handling of disputes and claims.
  • Manage supplier relationships: monitor supplier performance, support contract owners in driving continuous improvement and/or supplier development, collect supplier feedback, reduce the cost of poor quality and non-productive time (NPT), optimize supply chain processes.
  • Supervise the purchases of Goods & Services, spare parts and supplies by generating the purchase order, specifying the prices, payment conditions and place of delivery.
  • Resolve discrepancies with vendors.
  • Maintain strong vendor relationships: Ensure all billing changes or disputes are documented professionally and thoroughly.
  • Lead vendor bid structures, cost control, and procurement workflows.

 

Critical Skills*, Qualifications, Experience, etc.:

         Education (Required Educational Level)

       •    Degree in relevant field of study (economics, engineering, etc.) or equivalent experience

Professional Experience (Required experience in a clearly definable field of activity and total years)

  • Minimum over 8 years of relevant experience at oilfield services, specifically in support of Wells activities
  • Minimum over 5 years of leading procurement teams.

 

Technical Skills (Special Technical knowledge: As: Software. Law knowledge, standards knowledge, etc.)

  • Technical knowledge/understanding of Wells and Drilling Activities. Knowledge of the appropriate markets.
  • Knowledge of Contract management (contracting skills, applicable law, Incoterms).
  • Knowledge and methods: development of procurement strategies, specification assessment, tender management, bid comparisons, risk management, supplier management, business partner management, logistics / supply chain management, operational procurement.
  • Well-developed negotiation skills.

 

Non-Technical Skills (It refers to soft skills: i.e. leadership, management skills, negotiation, communication, etc.)
