Purpose of Role:

  • The Senior Technical Safety Engineer is responsible for the identification, assessment and management of technical HSES risks, with an objective to prevent major accidents.
  • The role is expected to provide strategy and technical support during all phases of the project life cycle (Pre-FEED, FEED, EPCIC), on matters of technical safety and inherent safety design.

 

Critical Responsibilities (MAE/MATTE/HSES*):

  • Ensuring that all activities are carried out in a safe manner complying with all regulatory requirements, legislation and Harbour Energy HSES Procedures.

 

Ethics and Compliance Responsibilities:

  • Ensure that all activities and behaviours are carried out in accordance with Harbour Energy’s Ethics and Compliance Policies and Procedures, and to complete any compulsory compliance training as required.

 

Areas of Accountability, Responsibility and Competence:

  • Develop, implement and assure the process safety management strategy for the Kan Development project in line with ISO 17776 and company standards.
  • Support and/or facilitate process safety-related risk assessments such as HAZIDs, ENVIDs, HAZOPs, Layer of Protection Analysis (LOPA), Quantitative Risk Assessment (QRA) and other safety specific studies, such as Major Accident Management Plan (MAHP), FiFi design, emergency evacuation, fire and explosion assessment, etcetera as per project needs and scope.
  • Ensure that all agreed actions from risk studies are duly tracked, mitigated and timely closed to ensure that relevant risks and opportunities are opportunely addressed as an integral part of design development.
  • Serve as Technical Authority in matters pertaining to technical safety engineering for the project.
  • Ensure that all required safety in design deliverables are identified, reviewed and approved for project, ensuring that safety-related deliverables meet design required codes and standards (API, IEC, NFPA, ISO, etc.).
  • Ensure development of the Case for Safety to demonstrate management of Major Accident Hazards (MAH) to meet Operators risk tolerability objectives through the design phases of the project, and that this is maintained as a reference for the Operated facility as per company and internationally accepted standards.
  • Responsible for ensuring all MAH risks are reduced to a level that can be demonstrated to be as low as reasonably practicable, ALARP
  • Ensure that the principles of inherently safe design and the preferred hierarchy of risk reduction are followed throughout all project phases
  • Closely interact with the designated WHP and SURF delivery engineer(s) to provide direction for safe and efficient facilities operations, including the establishment and follow-up of specific performance requirements.
  • Provide technical safety inputs for applicable tendering processes.
  • Provide timely input to contract management processes, involving Technical Safety issues such as changes, TQ’s, NCR’s, VOR’s, document reviews, cost & scheduling etc.
  • Undertake/manage technical safety studies and ensure regulatory compliance and good practice
  • Lead and/or ensure that Major Accident Hazards, barrier health and Case for Safety assurance audits are planned and executed as per project needs.
  • Support compilation and review of the barrier Performance Standards available to handover operations.
  • Support pre-start-up safety reviews (PSSR), commissioning safety checks, and operational readiness
  • Ensure lessons learned from the earlier projects and ongoing activities are captured and addressed.
  • Lead, facilitate and/or be part of the incident/accident investigations related to Process Safety events as required for project
  • Provide awareness training and coaching on process safety for target disciplines as needed

 

Critical Skills*, Qualifications, Experience, etc.:

Education (Required Educational Level)

  • Candidates should hold a university degree in a science-related field, such as chemical, mechanical, industrial engineering or a relevant engineering discipline.
  • Master’s degree or professional relevant licenses and certifications are desirable (NEBOSH, CIA, etc. in PSM)
  • Lack of formal education can be compensated by relevant experience

Professional Experience (Required experience in a clearly definable field of activity and total years)

  • Candidates will need to demonstrate a minimum of ten (10) years' experience in the oil and gas industry, with at least five (5) of these years spent in relevant offshore projects.
  • Demonstrates expertise in understanding relevant national and international standards and regulations in the field of technical safety and barrier management.
  • Demonstrated expertise in safety design and in conducting detailed design engineering reviews for offshore facilities, including (but not limited to) FPSO, topsides, and pipelines.

 

Technical Skills (Special Technical knowledge: As: Software. Law knowledge, standards knowledge, etc.)

  • HSES-Q Management system knowledge (ISO series: 9000, 14000, 45000, 31000)
  • Risk Management methodologies, such as HAZID, HAZOP, LOPA, QRA, Bowtie’s, SIS’s, etc.
  • Good understanding of human factors in correlation to safety in design principles as well as Occupational health & hygiene principles.
  • Proficient in audit planning and execution
  • Proficient in management of safety consultants for specialist risk assessment studies, and interpretation of outcomes of risk assessment studies to drive design development
  • Proficient in Incident / Accident Investigation methodologies
