Purpose of Role:

The Quality Specialist ensures compliance with the Kan Project Quality Policy, contribute and oversees the implementation and maintenance of an effective Quality Management System (QMS) for the Kan Development Project. This role guarantees that quality requirements are integrated into all applicable contracts, and that contractor’s work scopes are tracked, controlled, and documented according to established quality processes and surveillance programs.

Develop and maintain the criticality assessment procedure in collaboration with other project functions, ensuring SECE requirements and other relevant elements are fully incorporated and correctly applied.

Support the Quality Advisor/Manager and other involved functions in developing a risk-based surveillance program for design, manufacturing/suppliers, and execution activities, aligned with criticality ratings. Drive contractors to adopt a risk and criticality-based approach when preparing and reviewing verification plans, inspection and test plans (ITPs), and audit schedules.

Ensure correct implementation of criticality assessments within all relevant processes and provide support in establishing riskbased surveillance programs. Oversee electronic quality systems/tools, including NCRs, audits, and inspection records, and lead continuous improvement initiatives.

Act as a Subject Matter Expert (SME) for root cause analysis and corrective actions, promoting strong HSEQ performance across the project. Perform Quality Auditor responsibilities, with travel within Mexico and internationally to contractor facilities as required.

Critical Responsibilities (MAE/MATTE/HSES*):

  • Ensuring that all activities are carried out in a safe manner complying with all regulatory requirements, legislation and Harbour Energy HSES Procedures.

 

Ethics and Compliance Responsibilities:

  • Ensure that all activities and behaviours are carried out in accordance with Harbour Energy’s Ethics and Compliance Policies and Procedures, and to complete any compulsory compliance training as required.

 

Areas of Accountability, Responsibility and Competence:

  • Ensure adherence to Kan Project Quality Policy. 
  • Support the Quality Advisor/Manager in developing and maintaining the QMS, including procedures for NCRs, audits, and work instructions.
  • Contribute to the Project Quality Plan (PQP) and related management documents. 
  • Implement and maintain Quality Assurance programs aligned with ISO standards and Oil & Gas regulations.
  • Identify and monitor project risks related to quality; ensure mitigation plans are in place. 
  • Provide training and guidance on quality standards and best practices to project teams and contractors.
  • Collaborate with cross-functional teams to ensure compliance throughout the project lifecycle. 
  • Provide input for Quality requirements into the ITT, participate in tender reviews, clarifications, and pre-award evaluations of contractors and suppliers. 
  • Develop and apply criticality assessment procedures in coordination with technical safety and other functions.
  • Manage contractor quality performance, including audits, inspections, and corrective actions. 
  • Review and approve contractor quality documentation (ITPs, QC procedures, NCRs). 
  • Conduct internal and external quality audits to ensure compliance with contractual and regulatory requirements. 
  • Act as SME for incident investigations and root cause analysis; propose preventive measures. 
  • Manage electronic quality systems, ensuring timely verification and archive of records. 
  • Ensure compliance with HSE standards in all quality-related activities.

 

Critical Skills*, Qualifications, Experience, etc.:

Education (Required Educational Level) 

  • University degree in Quality Management, Engineering, or related field.

Professional Experience (Required experience in a clearly definable field of activity and total years)

  • Minimum 10 years of experience in industry (Oil & Gas, Power Energy, Automotive, Manufacturing, or Construction). 
  • At least 3 years in Oil & Gas project development (offshore project experience is a plus).
  • Minimum 5 years’ experience in a similar role

TECHNICAL AND NON-TECHNICAL SKILLS

Technical Skills (Special Technical knowledge: As: Software. Law knowledge, standards knowledge, etc.)

  • Certified Auditor for ISO 9001 QMS (IRCA preferred)

Non-Technical Skills (It refers to soft skills: i.e. leadership, management skills, negotiation, communication, etc.) 

Strong leadership in Quality and strong communication skills. 

Ability to prioritize and balance short- and long-term objectives. 

Proactive mindset with strong influencing skills. 

Excellent planning, execution, and follow-up capabilities. 

Collaborative and team-oriented approach.
