Purpose of Role:
•    Ensure operational safety and compliance with local and international regulations in the Zama Project, focusing on continuous improvement of process safety management systems.
•    Ensure Risk Assessment Process is conducted in compliance with local regulations and in accordance with Harbour Energy HSES policies, standards and procedures.
•    Interface collaboratively with other departments to deliver key safety outcomes, contributing to overall operational excellence and risk reduction.
•    Support the strategic objectives of the Zama Project by implementing safety initiatives that align with broader business goals and enhance sustainable operations.
•    Maintain rigorous adherence to environmental standards and contribute to the development of cross-functional safety practices, ensuring compliance with all relevant legal and company standards.

 

Critical Responsibilities (MAE/MATTE/HSES):

•    Ensure all activities are carried out in a safe manner complying with all regulatory requirements, legislation and Harbour Energy HSES Procedures.

 

Ethics and Compliance Responsibilities:    

•    Ensure that all activities and behaviours are carried out in accordance with Harbour Energy’s Ethics and Compliance Policies and Procedures and to complete any compulsory compliance training as required.

 

Areas of Accountability, Responsibility and Competence:

Technical Safety Delivery
•    Execute comprehensive risk assessments and safety audits, ensuring all processes comply with statutory requirements and company standards.
•    Define and contribute to activities associated with the prevention of MAH’s and CMAPP compliance within project HSES plan.
•    Develop and maintain safety documentation and management systems to support operational integrity and compliance.
•    Provide training and coaching on MAHs, Safety Cases, statutory provisions, good practice, and ALARP. 
•    Monitor the effectiveness of safety controls and preventive measures, continuously seeking improvements in safety practices.
Regulatory Compliance
•    Ensure all safety operations adhere to local and international regulations, maintaining up-to-date knowledge of legislative changes.
•    Prepare and submit compliance reports and documentation to regulatory bodies, ensuring timely and accurate compliance.
•    Coordinate with external auditors and inspectors to facilitate comprehensive external safety audits.

•    Liaise with legal and compliance teams to ensure all operational activities uphold the highest standards of compliance and ethics.
Cross-functional Collaboration
•    Work closely with engineering, operations, and environmental teams to integrate safety protocols into daily operations.
•    Participate in cross-departmental meetings to provide safety insights and guidance on project and operational planning.
•    Support training programs and initiatives to enhance safety awareness and practices across the department.
•    Foster a culture of safety and compliance through active participation and contribution in safety committees and meetings.

 

Critical Skills, Qualifications, Experience, etc. :

Technical Skills:
•    In-depth knowledge and application of process safety management principles and practices.
•    Proficient in using safety analysis software and risk assessment tools to evaluate and improve safety measures.
•    Familiarity with local and international safety standards and certifications relevant to the oil & gas industry.
Non-Technical Skills:
•    Strong analytical and problem-solving skills to effectively identify risks and propose viable solutions.
•    Excellent communication and interpersonal skills, capable of working effectively with diverse teams and stakeholders.
•    Proactive and diligent, with a demonstrated commitment to maintaining high safety standards.
Professional Experience:
•    Ten (10) + years of experience on HSES positions in the Oil and Gas Industry. Three of which must include offshore postings in E&P or O&G production facilities.
•    Track record of successfully managing safety audits and compliance with regulatory requirements.
•    Demonstrable experience in cross-functional collaboration to enhance safety outcomes.
Education:
•    Bachelor's degree qualified in a technical discipline relevant to process engineering or process safety.
•    Must hold certifications a Functional Safety Engineer on Safety Instrumented Systems and Process Hazard & Risk Analysis
Language:
•    English: Proficient (written and spoken).

•    Spanish: Proficient (written and spoken).
