Purpose of Role:

 

  • Provide leadership, guidance and advice to maintain compliance with all legislation regarding Health, Safety & Environment
  • Define, manage and implement the strategy for Health, Safety, Environment and Security of the Mexico BU ensuring compliance of local legislation and internal standard and procedures in alignment with the Company’s business strategy
  • Management of the Mexico BU HSES Function annual budget and associated forecasting
  • Support Mexico BU MD in the accomplishment of objectives as part of BU Mexico LT

 

Critical Responsibilities (MAE/MATTE/HSES*):

 

  • Ensure that all activities execute in Mexico BU are carried out in a safe manner complying with all regulatory requirements, legislation and Harbour Energy HSES Procedures and Strategy. 

 

Ethics and Compliance Responsibilities:

 

  • Ensure that all activities and behaviours are carried out in accordance with Harbour Energy’s Ethics and Compliance Policies and Procedures, and to complete any compulsory compliance training as required.

 

Areas of Accountability, Responsibility and Competence:

 

 Health & Safety

 

  • Lead the Mexico BU HSES strategy, ensuring alignment with Harbour Energy’s HSES Vision and operational objectives
  • Oversee emergency preparedness and response capabilities, including business continuity planning and crisis leadership readiness across onshore and offshore operations and act as a leader for the Emergency response plan for Mexico BU
  • Provide performance visibility to the Mexico BU team via structured metrics, incident trends, and actionable insights
  • Continuous monitoring HSES metrics and performance for the implementation of prevention measures to avoid injuries incidents, occupational illness and damage to the environment, reporting and attending any deviation
  • Champions and embeds a proactive safety culture through leadership visibility, workforce engagement, and continuous improvement of safe systems of work
  • Design and implement HSES training plan for the Mexico BU to ensure all required training is current and comply with local regulations

 

Environment & Emissions

 

  • Lead environmental strategy execution across the Mexico BU, ensuring full compliance with permits, consents, and applicable regulatory obligations
  • Drive environmental performance initiatives in support of Harbour Energy’s sustainability commitments
  • Maintain a robust Environmental Management System, enabling predictable, risk-informed planning and execution of operational activities
  • Represent Harbour in environmental matters with external regulators, partners, and industry groups, supporting transparency and leadership in environmental performance

 

Risk & Compliance

 

  • Provide support to operational areas in the identification, evaluation and control of risks
  • Ensure compliance to the HSES Management System
  • Oversee risk management and incident investigations and learnings
  • Providing leadership, guidance, and organisational resources to enable Harbour to remain compliant with all legislation in HSES matters
  • Acts as the HSES representative at industry and governmental forums

 

Critical Skills*, Qualifications, Experience:

 

  • Bachelor’s degree in engineering or relevant degree
  • Solid command of the Spanish and English language

 

HSES: 

  • Extensive HSES and operational leadership experience in upstream oil & gas, ideally including international operations and major accident hazard (MAH) environments
  • Proven experience in managing HSES in capital projects
  • Deep knowledge of Mexico regulatory frameworks, with proven experience engaging regulators, responding to inspections
  • Track record of leading HSES strategy development and implementation across large, complex operational environments
  • Demonstrated experience building and embedding HSES culture, including behaviour-based safety, leadership engagement
  • Strong knowledge of environmental permitting, emissions management, and sustainability practices in the oil & gas industry context
  • Experience with emergency response planning and crisis leadership, including drills, incident command, and recovery planning
  • Awareness of Safety and Environmental Critical Roles
  • Experience on HSES Management Systems applicable in Oil & Gas industries

 

Senior Leadership:

 

  • Demonstrated experience in a senior role within an operator company in the oil and gas sector
  • Excellent communication and leadership abilities, with proven expertise in leading teams, driving strategic initiatives, and fostering a collaborative work environment
  • Exceptional interpersonal skills & emotional intelligence, with a demonstrated ability to effectively manage and influence relationships at all organizational levels
  • Cross-Functional Collaboration: Expertise in working, communicating, and influencing across diverse technical and organizational interfaces
