Purpose of Role:

Ensure the full compliance in the Technology Transfer and Training programs planning, preparation, activities coordination, budget execution, as well as final reporting to authorities to all the applicable Licenses of BU Mexico.

 

Critical Responsibilities (MAE/MATTE/HSES):

Ensure that all activities are executed safely and responsibly, in full compliance with applicable regulations and the company’s HSES standards, preventing Major Accident Events (MAE) and Major Accidents to the Environment (MATTE).

 

Ethics and Compliance Responsibilities:

Act in full alignment with the company’s Ethics and Compliance framework and complete all required compliance training.

 

Areas of Accountability, Responsibility and Competence:

· Preparation of all the Technology Transfer and Training official programs to present to Secretaria de Energía (SENER).

· Budget check per License to integrate the Technology Transfer and Training portfolio and to fulfil compliance through Secretaria de Economia (SE), as well as National Content specifications associated with these programs.

· Together with the HR department, prepare the training schedule according to the national personnel training needs and the related License phase.

· Participate in related meetings with SENER and/or SE, to present programs, explain activities and/or make clarifications, including all the required documentation and support needed.

· In strong collaboration with HR and Legal, guarantees the existence or creation of general and specific agreement with universities and/or research institutions, to fulfill any proposed activity in a timely manner.

· Coordinates the different activities, seeks for collaboration with designated internal workstream leaders per discipline and keeps constant accountability and reporting with the License Management team.

· Liaise with all the internal related areas for the fulfilment of the activities (administrative process together with Supply Chain, Accounts Payable, Cost Controlling, Admin. Support, Communications, Legal, External Affairs, Block’s Managers and Technical Teams).

· Keeps the track of budget execution on a timely matter per Technology Transfer and Training activity, organizes all the related documentation and evidence for internal and external reporting and communication.

· Keeps networking with Academia and Research Institutions to be informed about their needs in E&P related projects. 

 

Critical Skills, Qualifications, Experience, etc. :

Technical Skills

· Key understanding of technical aspects of E&P value chain including legal and regulatory framework.

· Competence in using essential software such as the Microsoft Office Suite and project planning tools.

· Knowledgeable and well informed about technological trends and needs in the whole E&P sector, such as software use, training requirements, latest technologies, keynote speakers and current research.

Non-Technical Skills

· Strong interpersonal skills, effective communication and integrity accompanied by adequate cultural awareness.

· Proven ability to build and maintain strong, collaborative working relationships to integrate relevant multiple disciplines with internal and external stakeholders.

· Proactive mindset with ability to develop realistic plans and work.

· Highly adaptable, accountable and flexible to business requirements. Professional Experience

· At least 5 years of industry experience, preferably in the Mexican E&P Sector.

· Professional background and experience regarding regulatory compliance and liaison with regulating entity and/or operator’s perspective.

· Desirable experience in Academia or research participation in E&P Sector related projects.

Education 

· Technical degree, Oil and Gas Industry related preferably.

· Legal or Administration degree, or MBA is desirable.

Languages

· Proficient in English and Spanish (written & spoken).
