Purpose of Role:
- Lead and coordinate the Mexico tax advisory and operational tax compliance function across a complex multi-entity upstream oil & gas structure comprising 15 legal entities.
- Provide specialist tax leadership on hydrocarbons sector obligations, volumetric controls, REPSE compliance, indirect taxes, operational tax processes and cross-functional regulatory matters, ensuring compliance with Mexican tax legislation and industry-specific requirements.
- Act as a key advisor to Finance, Commercial, Supply Chain, HR, Legal and Operations teams on tax implications of business activities, organisational changes and operational transactions, while supporting effective tax governance, risk management and process standardisation across the organisation.
- Drive continuous improvement of tax controls, reporting quality and compliance processes, while supervising and developing one direct report and coordinating with external advisors, auditors and authorities as required.

- Ensure all activities are carried out in a safe manner complying with all regulatory requirements, legislation and Harbour Energy HSES Procedures.
Ethics and Compliance Responsibilities:
- Ensure that all activities and behaviours are carried out in accordance with Harbour Energy’s Ethics and Compliance Policies and Procedures and to complete any compulsory compliance training as required.
Areas of Accountability, Responsibility and Competence:
Tax Advisory — Volumetric and Sectoral Obligations
- Lead and oversee volumetric controls, hydrocarbons complement compliance and related operational tax obligations across all relevant Mexico entities, ensuring robust controls, audit readiness and compliance with SAT, CNH and other regulatory requirements. Coordinate shareholder notices and vulnerable activities filings, maintaining appropriate documentation and audit trails.
- Form 76 and review of relevant transactions, reportable transactions and other informative filings.
- Reportable schemes of monitoring and support
- Own and coordinate REPSE compliance governance across the organisation, working closely with HR, Supply Chain, Legal and Finance to ensure compliance across all applicable service arrangements and mitigate regulatory exposure. Commercial extraction calculation support and organization of CFDI issuance where operational data is required.
- Support to hydrocarbons complement process through AP/accounting/operations coordination.
Operational and accounting interface
- National Foreign Investment Registry reporting.
- Electronic accounting and support for tax accounting reconciliations.
- VAT accounting adjustments and related documentation.
- Fiscal FX workpaper preparation and review.
- Lead and support implementation and enhancement of ERP systems, tax technology solutions and process automation initiatives from a tax governance, compliance and control perspective. CFDI queries, including income invoices, credit notes and payment complements, in coordination with AP and accounting.
Audit and documentation
- External financial statement audit support, including tax notes to the financial statements.
- Preparation and maintenance of audit-ready evidence for operational tax matters.
- Support for capitalization of liabilities and related documentation.
Risk and governance
- Tax risk inputs for operational, accounting interface and cross-functional compliance matters.
- Contribution to policies and procedures for REPSE, CFDI, LFPIORPI, electronic accounting, SAP tax controls and operational hydrocarbons evidence.
Stakeholder Coordination and Reporting
- Partner with senior finance and operational stakeholders to provide proactive tax guidance on business initiatives, restructurings, contractual matters and operational activities.
- Act as a key coordination point between the Mexico business, corporate finance teams, external advisors, auditors and tax authorities on operational and advisory tax matters.
Tax Governance and Risk Management
- Lead the identification, assessment and escalation of tax risks associated with operational, commercial and intercompany activities across the Mexico business.
- Support the Tax Manager in defining and implementing tax governance frameworks, policies and internal controls appropriate for a multi-entity upstream oil & gas organisation.
- Coordinate responses to tax authority requests, audits and regulatory reviews related to operational and sector-specific tax matters.
- Ensure tax documentation and supporting evidence are maintained in an audit-ready standard across all legal entities.
- Monitor legislative and regulatory developments relevant to sectoral and advisory tax obligations, assessing impact and recommending required adjustments.
People Management:
- Supervise, coach and develop one direct report, ensuring high-quality delivery, technical development and alignment with departmental objectives.
- Provide technical guidance and quality review across operational tax activities and advisory deliverables.
- Promote a strong control and compliance culture within the tax and finance teams. Set individual objectives and conduct formal performance reviews, aligning development priorities with the Tax Manager's broader team plan.
Critical Skills, Qualifications, Experience, etc. :
Technical Skills:
- Expert knowledge of tax laws and regulations with a focus on compliance and strategic tax planning.
- Proficiency in tax software and systems critical for efficient tax processing and reporting.
- Strong analytical skills to interpret complex tax legislation and its implications for the company.
- Strong knowledge of Mexico upstream oil & gas fiscal and regulatory environment, including SAT, CNH, REPSE, LFPIORPI and hydrocarbons complement requirements.
- Experience with SAP and tax-sensitive ERP environments.
- Strong understanding of tax controls, governance frameworks and audit support processes.
- Prepare periodic reporting to the Tax Manager on status of advisory obligations, open items and upcoming filing deadlines
Non-Technical Skills:
- Excellent interpersonal skills to manage relationships within and outside the finance department.
- Strong leadership capabilities to guide and motivate the tax team.
- Effective communication skills, capable of explaining complex tax concepts to non-specialists.
Professional Experience:
- Significant experience in Mexican taxation within a complex corporate environment, preferably in upstream oil & gas or energy sectors.
- Strong experience managing hydrocarbons-sector tax obligations, volumetric controls, indirect taxes and cross-functional regulatory compliance matters.
- Experience operating within multi-entity structures with exposure to intercompany and operational tax matters.
- Demonstrated ability to manage tax risk, support audits and advise business stakeholders on complex tax and regulatory matters.
- Experience coordinating with external advisors, auditors and government authorities
- Prior supervisory or team leadership experience preferred.
Education:
- Bachelor's degree in relevant field.
- Professional accounting qualification (e.g. CPA, ACCA, CIMA or equivalent) preferred.
Language:
- English: Proficient (written and spoken).
- Spanish: Intermediate or above.
