Purpose of Role:

 

  • The specialist will report directly to Supply Chain Manager BU Mexico to support the development and execution of strategic sourcing plans across during the drilling campaign (oilfield services, drilling, completions etc.), ensuring alignment with business objectives and market dynamics. The specialist will lead sourcing activities from specification definition through contract award, manage supplier relationships to drive performance and continuous improvement, and support contract owners for effective contract execution and compliance. In capital projects, the specialist will coordinate procurement efforts within project teams, ensuring timely and cost-effective delivery of goods and services. The specialist is also expected to uphold Harbour Energy’s Management System standards, in particular compliance, foster a culture of safety and continuous improvement, and actively contribute to cross-functional collaboration and knowledge sharing.

Critical Responsibilities (MAE/MATTE/HSES*):

 

  • Ensuring that all activities are carried out in a safe manner complying with all regulatory requirements, legislation and Harbour Energy HSES Procedures.

 

Ethics and Compliance Responsibilities:

 

  • Ensure that all activities and behaviours are carried out in accordance with Harbour Energy’s Ethics and Compliance Policies and Procedures, and to complete any compulsory compliance training as required.

 

Areas of Accountability, Responsibility and Competence:

 

  • Support in developing Well Construction, monitor supplier markets, demand, forecasts, spend, assess suppliers, identify improvement (cost/value/safety) levers and select priority opportunities for added value.
  • Implement sourcing activities, including setting final specifications and commercial conditions, define critical performance factors, tendering, evaluation of proposals, conduct final negotiations up to contract award.
  • Execute contracts and ensure contract performance and adherence to contractual conditions, contract variations/amendments, handling of disputes and claims.
  • Manage supplier relationships; monitor supplier performance, support the contract managers in the drive for continuous improvement and/or supplier development, collect supplier feedback, reduce the cost of poor quality and non-productive time (NPT), optimize supply chain processes.
  • Make purchases of Goods & Services, spare parts and supplies by generating the purchase order, specifying the prices, payment conditions and place of delivery.
  • Resolve discrepancies with vendors.
  • Maintain strong vendor relationships: Ensure all billing changes or disputes are documented professionally and thoroughly.
  • Lead vendor bid structures, cost control, and procurement workflows.
  • Ensure compliance with Harbour Energy Management System including but not limited to supply chain policies as procedure, ethics and compliance, contract management.
  • Demonstrate knowledge through working in multidisciplinary teams, mentor and contribute to skill networks.
  • Experience with Coupa is preferred, and any ERP experience is an asset to the proficiency of this position.
  • Excellent communication skills, both written and verbal, strong time management, organizational, and attention to detail skills, and can work as part of a dynamic team.

 

Critical Skills*, Qualifications, Experience:

 

  • Degree in relevant field of study (economics, engineering, etc.) or equivalent experience.
  • Minimum over 6 years of relevant experience at oilfield services, especially in drilling, completions, Offshore specific.
  • Proficient in English (written & spoken)
  • Proficient in Spanish (written & spoken) Preferably mother language
  • Technical knowledge/understanding of the Drilling Activities
  • Knowledge of Market Drilling Services.
  • Knowledge of Contract management (contracting skills, applicable law, Incoterms)
  • Knowledge and methods for example Development of Procurement strategies, Specification assessment, Tender management, Bid comparisons, Risk management, Supplier management, Business Partner management, Logistics / Supply chain management, Operational procurement
