Purpose of Role:
- The Supply Chain Advisor - Logistics & Materials is responsible for delivering safe, efficient, and high-quality logistics and materials management services in support of offshore operations and project execution across Harbour Energy’s Mexico Business Unit. The role ensures the effective management of logistics and materials service contracts, supplier performance, and operational service delivery, maintaining uninterrupted support to critical business activities through strong stakeholder coordination and supply chain excellence. Acting as a trusted advisor, the position provides expertise in logistics operations, import/export processes, trade compliance, customs regulations, the Mexican Customs Law (Ley Aduanera), Customs Broker management, and Incoterms®, ensuring the compliant, timely, and cost-effective movement of materials, equipment, and project cargo while upholding company governance, regulatory requirements, and operational performance standards.
Critical Responsibilities (MAE/MATTE/HSES*):
- Ensure all activities are carried out in a safe manner complying with all regulatory requirements, legislation and Harbour Energy HSES Procedures.
Ethics and Compliance Responsibilities:
- Ensure that all activities and behaviours are carried out in accordance with Harbour Energy’s Ethics and Compliance Policies and Procedures and to complete any compulsory compliance training as required.
Areas of Accountability, Responsibility and Competence:
Logistics & Materials Operation Management
- Execute logistics-related contracts and service agreements, ensuring full compliance with contractual terms and service expectations.
- Coordinate the procurement and smooth distribution of materials and equipment necessary for ongoing projects.
- Support workshop/materials operations by ensuring effective material control, handling, storage, and dispatch processes.
- Monitor shipment status and proactively resolve issues to prevent disruptions to operations. Ensure continuous supply chain support to maintain uninterrupted operational performance (“non-stop service delivery”).
- Ensure compliance with applicable customs regulations, including the Mexican Customs Law (Ley Aduanera), foreign trade requirements, tariff classifications, customs documentation, and import/export procedures.
- Provide guidance on the interpretation and application of Incoterms® to support procurement activities, contractual obligations, risk allocation, and cost optimization.
- Support customs audits, government inspections, and trade compliance reviews by ensuring complete and accurate records are maintained in accordance with company and regulatory requirements.
- Execute logistics-related contracts and service agreements, ensuring full compliance with contractual terms and service expectations.
- Manage relationships with vendors and logistics service providers, ensuring alignment with operational standards and business needs.
- Monitor and evaluate supplier performance through KPIs, driving corrective actions and improvements where necessary. Support continuous enhancement of supplier performance and service reliability.
Regulatory Compliance
- Ensure compliance with local and international logistics regulations, including shipping, customs, and materials handling requirements.
- Maintain documentation and records to support compliance audits and inspections.
- Implement process updates in response to regulatory changes or internal policy requirements.
Project Support
- Provide logistical support and expertise in project planning sessions.
- Prepare detailed logistics plans to support project execution phases.
- Coordinate with project managers to ensure material and equipment availability aligns with project timelines.
Critical Skills*, Qualifications, Experience, etc.:
Technical Skills
- Proficient in ERP systems and supply chain tools, with focus on logistics tracking and performance.
- Solid understanding of inventory control, transportation, vendor service execution, Experienced in materials and inventory control practices within the oil and gas sector.
- Working knowledge of Mexican Customs Law (Ley Aduanera), foreign trade regulations, customs documentation requirements, tariff classifications, and trade compliance principles.
Non-Technical Skills
- Strong analytical and problem-solving skills, with the ability to handle complex logistics scenarios.
- Excellent communication skills, capable of coordinating with multiple stakeholders and managing vendor relationships.
Professional Experience
- 10+ years of proven experience in successful logistics management in a project-driven operations in dynamic environment, in the Oil & Gas industry.
- Experience coordinating with Customs Brokers (Agentes Aduanales), freight forwarders, shipping lines, airlines, and third-party logistics providers.
Education
- Bachelor's degree in relevant field.
Language
- English: Proficient (written and spoken).
- Spanish: Native Speaker.
