Purpose of Role:

  • Execute sourcing and procurement initiatives tailored to meet the needs of Engineering Services and O&M, ensuring cost efficiency and supply chain resilience.
  • Interface with cross-functional teams to align supply chain strategies with broader business objectives in the Developments division, enhancing operational performance and project delivery.
  • Drive compliance with both internal procurement policies and external regulatory requirements, ensuring all activities adhere to industry standards and best practices.
  • Support continuous improvement by analysing supply chain processes and implementing innovative solutions that contribute to the efficiency and effectiveness of the department.

 

Critical Responsibilities:

  • Ensure all activities are carried out in a safe manner complying with all regulatory requirements, legislation and Harbour Energy HSES Procedures.

 

Ethics and Compliance Responsibilities:

  • Ensure that all activities and behaviours are carried out in accordance with Harbour Energy’s Ethics and Compliance Policies and Procedures and to complete any compulsory compliance training as required.

 

Areas of Accountability, Responsibility and Competence:

Supply Chain Management

  • Develop and execute procurement strategies for O&M and engineering services that align with corporate goals.
  • Manage supplier relationships to ensure high standards of quality, reliability, and cost-effectiveness.
  • Coordinate logistics to ensure timely delivery of goods and services critical to project schedules.
  • Oversee contract management processes, ensuring compliance with terms and conditions.

 

Procurement Process Improvement

  • Analyse procurement processes and identify areas for improvement and efficiency gains.
  • Implement procurement best practices and innovative solutions that reduce costs and enhance service delivery.
  • Prepare and present reports on procurement metrics to senior management, facilitating data-driven decision-making.
  • Ensure transparency and integrity in all procurement activities to uphold Harbour Energy's reputation and compliance standards.

 

Regulatory Compliance

  • Monitor changes in regulatory requirements related to supply chain operations and ensure compliance.
  • Conduct regular compliance audits and coordinate with legal and compliance teams to address findings.
  • Develop and maintain documentation for all procurement activities to ensure readiness for internal audits and external inspections.

 

Stakeholder Engagement

  • Collaborate with internal stakeholders to understand their requirements and ensure alignment with business objectives.
  • Build and maintain relationships with key suppliers and industry partners.
  • Facilitate communication between project teams and suppliers to ensure clarity and alignment on project requirements and timelines.

 

Critical Skills, Qualifications, Experience, etc. :

Technical Skills

  • Proficient in supply chain management software and tools, particularly ERP systems.
  • Understanding of global logistics, including import/export regulations and international trade agreements.
  • Familiarity with contract law as it applies to supply agreements and service contracts.

 

Non-Technical Skills

  • Strong analytical and problem-solving skills, capable of managing complex projects under tight deadlines.
  • Excellent communication and negotiation skills, with a proven ability to build relationships across diverse teams.
  • Effective decision-making skills with a focus on detail and precision in a high-pressure environment.

 

Professional Experience

  • Experience in strategic sourcing and supply chain management within the oil and gas industry.
  • Proven track record in managing complex procurement projects and achieving significant cost reductions.
  • Familiarity with the technical and operational requirements of offshore oil and gas operations.

 

Education

  • Bachelor's degree in relevant field.

 

Language

  • English: Proficient (written and spoken).
  • Spanish: Intermediate or above.
