Purpose of Role:

  • The Stakeholder Management role is responsible for managing all technical regulatory interfaces and statutory submissions required for project development activities. The position ensures that all technical communication with government authorities is professional, accurate, and timely, and that all work programs, budgets, reports, and approval documents are prepared in full compliance with regulatory requirements. This role serves as the central coordinator for authority approvals, reporting, and data submissions, enabling projects to progress through required regulatory milestones without delay.

 

Critical Responsibilities:

  • Ensuring that all activities are carried out in a safe manner complying with all regulatory requirements, legislation and Harbour Energy HSES Procedures

 

Ethics and Compliance Responsibilities:

  • Ensure that all activities and behaviours are carried out in accordance with Harbour Energy’s Ethics and Compliance Policies and Procedures, and to complete any compulsory compliance training as required

 

Areas of Accountability, Responsibility and Competence:

Engagement With Authorities on Project-Related Matters

  • Act as the primary liaison with relevant government authorities, regulators, and statutory bodies for all project-related topics.

  • Coordinate meetings, clarifications, and formal responses to ensure smooth communication and resolution of regulatory issues, with support from regulatory team.

  • Maintain an up-to-date understanding of regulatory frameworks, evolving authority expectations, and approval processes.

 

Preparation of Work Programs & Budgets (WP&B) for Authority Submission

  • Lead the preparation, coordination, and consolidation of annual and ad-hoc Work Program & Budget submissions.

  • Engage cross-functional teams to gather required inputs and verify accuracy.

  • Ensure WP&B documents meet authority format, content, and procedural requirements.

 

Planning & Delivery of Authority Reporting Obligations

  • Develop and maintain a detailed reporting calendar covering all regulatory deliverables, deadlines, and responsibilities.

  • Oversee the preparation and timely submission of periodic operational reports, compliance documentation, performance reports, and statistical data.

  • Track submission status and follow up with authorities as needed until acceptance is confirmed.

 

Compilation & Management of Authority Approvals

  • Maintain a comprehensive inventory and database of all regulatory approvals, including Field Development Plans (FDP), licenses, permits, and clearances.

  • Ensure all approval documents are archived, version-controlled, and accessible.

  • Support internal governance, audits, and compliance reviews by providing verified approval documentation.

 

Coordination of Information for Authority Submission

  • Ensure timely gathering, quality-checking, and alignment of all information required for authority submissions across technical, commercial, finance, and project functions. Support the finance team on cost recovery issue.

  • Validate consistency with approved project scopes, budgets, and development plans before submission.

  • Address authority requests for supplementary information and coordinate timely responses

Critical Skills, Qualifications, Experience, etc.:

Technical Skills

  • Strong understanding of regulatory frameworks relevant to energy/infrastructure projects.
  • Proven capability in preparing structured formal submissions and managing multiple deadlines
  • Experience in oil & gas, energy, or major infrastructure project environments
  • Familiarity with Field Development Plans (FDP), Work Program & Budgets, permits, and approval cycles
  • Knowledge of local regulatory processes and government protocols

 

Non-Technical Skills

  • Strong communication, documentation, and stakeholder management skills.
  • Experience managing audits or compliance assurance activities.

 

Professional Experience

  • Minimum 10 years in E&P business with 5+ years of experience in handling authority and stakeholders
  • Experience in regulatory affairs, authority engagement, compliance, or project development.

 

Education

  • Bachelor’s degree in Engineering; Master’s degree is a plus
