Purpose of Role:
- The position will be responsible for ensuring effective regulatory management of the Zama Project, securing compliance with SENER, ASEA and other authorities, as well as obtaining critical permits and authorizations for operations.
Critical Responsibilities (MAE/MATTE/HSES*):
- Ensuring that all activities are carried out in a safe manner complying with all regulatory requirements, legislation and Harbour Energy HSES Procedures.
- Lead the regulatory strategy for the Zama project throughout its different phases.
- Align regulatory strategy with business objectives and contractual commitments.
- Identify regulatory risks and propose mitigation plans.
- Develop and implement a management plan for Harbour Energy to timely and correctly satisfy obligations pursuant to the E&P granting instruments, and permits and/or authorisations
- Prepare and submit applications to secure operating permits and authorizations to different authorities.
- Prepare and submit regulatory reports required by E&P granting instruments and the applicable regulations.
- Monitor regulatory changes impacting operations and recommend adjustments on time.
Ethics and Compliance Responsibilities:
- Ensure that all activities and behaviours are carried out in accordance with Harbour Energy’s Ethics and Compliance Policies and Procedures, and to complete any compulsory compliance training as required.
- Act in full alignment with the company’s Ethics and Compliance framework and complete all required compliance training.
- Promote transparency and ethical conduct in interactions with regulatory authorities.
- Supervise adherence to anti-corruption policies and conflict-of-interest prevention.
Areas of Accountability, Responsibility and Competence:
- Accountable for securing and maintaining regulatory permits and authorizations.
- Accountable for ensuring compliance with obligations derived from E&P granting instruments and the regulations.
- Guarantee adherence to Mexican energy laws and E&E contracts.
- Act as the primary regulatory support to the Zama team.
- Liaise with regulators and government entities with respect to Zama interests.
- Capacity to assess complex regulatory issues and provide pragmatic, business-oriented solutions.
Critical Skills*, Qualifications, Experience:
- Degree in Law, Engineering, or Environmental Sciences.
- Postgraduate specialization preferred.
- Fluent in Spanish (native or near-native level).
- Proficiency in English (business and drafting level required).
- Minimum 5 years of regulatory management experience in the energy sector.
- Proven track record in managing regulatory matters.
- Deep knowledge of Mexican energy and hydrocarbons regulation, and E&P contractual frameworks; previous and current framework.
- Strong competence in managing complex regulatory matters.
- Strategic thinking and ability to align regulatory support with business objectives.
- Strong ability to create and maintain relationships with internal and external stakeholders
- Ability to operate in an agile environment, working in cross-functional and multicultural teams
- Clear communication skills, both written and verbal.
- High ethical standards, integrity, and sound judgment under pressure.
