Purpose of Role:
- The objective of the Real Estate and Facilities Manger role is to ensure the safe, efficient, and cost-effective management of all Harbour Energy facilities, including shore bases, operational sites, headquarters, and any additional company owned or leased buildings. This role is responsible for overseeing the full spectrum of building and facility operations, ensuring that all infrastructure, critical systems, and physical assets are maintained through robust preventive, predictive, and proactive maintenance programs.
Critical Responsibilities (MAE/MATTE/HSES*):
- Ensuring that all activities are carried out in a safe manner complying with all regulatory requirements, legislation and Harbour Energy HSES Procedures.
- The Real Estate and Facilities Manger ensures full alignment with applicable security regulations, international safety standards, and corporate policies to provide a compliant, reliable, and high performing workplace environment that supports operational continuity and business objectives.
- This position leads and contributes to continuous improvement initiatives related to facility infrastructure, sustainability, and asset performance, while ensuring strict adherence to QHSE guidelines. Additionally, the role holds ownership of all facility related issues and operational requirements, working closely with General Services and cross functional teams to deliver an exceptional employee experience, uphold regulatory compliance, and maintain the integrity, safety, and functionality of Harbour Energy’s built environment.
Ethics and Compliance Responsibilities:
- Ensure that all activities and behaviours are carried out in accordance with Harbour Energy’s Ethics and Compliance Policies and Procedures, and to complete any compulsory compliance training as required
- Act in full alignment with the company’s Ethics and Compliance framework and complete all required compliance training.
- Promote a strong relationship with all authorities, and regulators, honouring the company’s compliance procedures at all the time. (e.g., CFE, SACMEX, ASEA, vendors, building management).
Areas of Accountability, Responsibility and Competence:
- Guarantee full adherence to OSHA, API, ISO, and other industry-required safety and environmental regulations; conduct facility inspections, risk assessments, and enforce safety protocols, fire systems compliance, hazardous materials handling, and emergency preparedness procedures aligned with Oil & Gas operational risk profiles.
- Oversee all real estate activities including lease administration, property acquisition/disposition, space planning, building documentation, and landlord/tenant relations while maintaining accurate records, contract compliance, and ensuring facilities support operational and business continuity needs.
- Ensure daily facility operations, ensuring full functionality and reliability of all critical building systems including HVAC, plumbing, electrical infrastructure, security, cleaning, and parking by coordinating preventive and corrective maintenance activities to maintain safe, compliant, and efficient working environments across all company sites.
- Manage with the procurement team, contracts, and performance of vendors, including maintenance contractors, service providers, utilities, and inspection teams to ensure quality execution, cost control, and compliance with Harbour Energy standards, regulatory requirements and company core values.
- Drive planning, budgeting, and execution of facility upgrades, renovations, construction works, sustainability initiatives, and capital projects to enhance operational efficiency, support site readiness, and maintain long-term asset value across the company operational environment.
- Supervise daily building administration and contractor management, streamlining cleaning services through rigorous follow-ups and service level agreement compliance.
- Manage the company’s vehicle fleet, ensuring safety, compliance, and cost-effective operations by overseeing preventive and corrective maintenance programs, monitoring fleet utilization, and enforcing driving safety standards. Maintain full oversight of fleet performance through quarterly reporting that captures key indicators including accidents, safety violations, maintenance KPIs, fuel efficiency, fleet aging, replacement planning, and new unit deliveries providing data-driven insights that support operational readiness and continuous improvement across all Harbour Energy sites and working closely with QHSE and Logistics.
Critical Skills*, Qualifications, Experience:
- Bachelor’s Degree: Engineering or proven related field.
- Proficient in English (written & spoken)
- Spanish (native)
- Min 8-10 years of experience in material resource management, CAPEX, in multinational companies; experience on infrastructure projects, budgets, planning, forecasting, financial analysis, inventory, control, finance.
- Proven experience as a Facilities Manager, Maintenance Manager, or similar role.
- Strong understanding of HVAC, electrical, and plumbing systems.
- Knowledge of CAD or facilities management software.
- Familiarity with SAP, Coupa or ERP systems
- Advanced mechanical skills.
- Exceptional leadership, multitasking, and problem-solving abilities.
- Strong interpersonal skills for liaising with staff and contractors.
- Experience managing unionized employees (locals & expats).
- Support budget planning and cost optimization initiatives.
- Ability to work in a fast-paced, high-pressure administration & documental environment.
- Strong skills in managing teams, negotiating with vendors, and communicating with stakeholders.
