Purpose of Role:
- Lead the Quality function within the Technical Services department to ensure high standards of quality are maintained in all technical outputs and operations.
- Oversee the development and implementation of quality management systems and processes to enhance operational efficiency and compliance with international and internal standards.
- Collaborate with cross-functional teams to integrate Quality measures throughout the project lifecycle, ensuring that all projects meet both external regulatory and internal company standards.
- Identify, develop and implement synergies and opportunities to standardise Quality practices across projects, disciplines and development phases, improving efficiency, consistency and value delivery across the Mexico BU.
- Drive continuous improvement initiatives within the department, leveraging industry best practices to enhance system effectiveness and stakeholder satisfaction.
Critical Responsibilities (MAE/MATTE/HSES*):
- Ensure that all activities are carried out in a safe manner complying with all regulatory requirements, legislation and Harbour Energy HSES Procedures.
- Contribute to the BU adhering to the corporate Barrier Management and MAE Management guidelines
- Contribute to strong Process Safety by assuring that all new and temporary equipment is safe, reliable and suitable for use.
Ethics and Compliance Responsibilities:
- Ensure that all activities and behaviours are carried out in accordance with Harbour Energy’s Ethics and Compliance Policies and Procedures and to complete any compulsory compliance training as required.
Areas of Accountability, Responsibility and Competence:
Quality Management System
- Develop and implement comprehensive QA and Supplier Quality Surveillance (SQS) Structure and Strategies that align with company objectives and regulatory requirements.
- Ensure the integration of quality processes with business operations to enhance overall effectiveness.
- Regularly review and revise quality procedures to apply continuous improvement, lessons learned and ensure compliance with industry standards.
- Collaborate with HSES to ensure that all quality assurance activities are compliant with health, safety, and environmental regulations.
- Review and provide input to Supply Chain processes, documents, selection and contract management.
Project Quality Assurance and Control
- Oversee Quality across multiple projects, ensuring compliance with project specifications and quality requirements, and utilizing Key Performance Indicators (NCR’s, RCA’s, CAPA etc) and structured reviews.
- Manage audits and inspections to identify areas for improvement and ensure adherence to quality standards.
- Manage the resolution of quality issues, facilitating the implementation of corrective actions and preventive measures.
- Provide technical guidance and support to project teams on quality matters, ensuring best practices are followed.
Team Leadership
- Define the strategic direction for the Mexico BU Quality department
- Lead and develop a team of quality professionals, setting clear objectives and managing performance.
- Foster a collaborative and inclusive team environment that encourages innovation and continuous improvement.
- Ensure team members are trained and competent in the latest Quality techniques and standards.
Stakeholder Engagement
- Engage with internal stakeholders including project teams and executive management to report on quality issues, trends, and system performance.
- Build and maintain relationships with external stakeholders such as suppliers, contractors, and regulatory bodies to ensure compliance with quality standards.
- Act as the Quality focal point and SME for Company Quality requirements ensuring that these are effectively cascaded through the Supply Chain, and that any quality related concerns are addressed.
Critical Skills*, Qualifications, Experience, etc.:
Technical Skills
- Extensive knowledge of quality assurance methodologies and quality control systems, particularly in the oil and gas industry, including ISO 9001 Quality Management Systems, relevant industry specific specifications (like API Q1/Q2) and regulatory and class compliance.
- Previous experience in carrying out Supplier Quality Surveillance activities.
- Proficiency in using QA software tools and applications to track, analyse and report quality metrics.
Non-Technical Skills
- Strong leadership and interpersonal skills to effectively manage and motivate a diverse team.
- Excellent communication skills for effective stakeholder engagement and team collaboration.
Professional Experience
- Proven experience in managing quality assurance programmes in a technical or engineering environment (minimum 15 years).
- In depth familiarity with industry standards and certifications relevant to quality in the oil and gas sector.
- Track record of engaging with regulatory bodies, contractors and internal stakeholders to uphold quality standards across the project lifecycle.
Education
- Bachelor's degree in relevant field (or comparable education or experience).
Language
- English: Proficient (written and spoken).
- Spanish: Intermediate or above preferred.
