Purpose of Role:

  • Ensure the quality, integrity, and compliance of all well construction design and operations by implementing robust quality strategies to manage vendor QA/QC processes across the Kan Development Project.
  • Develop, monitor, and enforce service quality plans for all contractors and service providers to guarantee safe, efficient, and high-performance well delivery.
  • Serve as a lead for audits, inspections, and technical evaluations of contractors and vendors to ensure compliance with company standards, regulatory requirements, and HSES principles.
  • Collaborate closely with drilling, completion, fluids, cementing, and operations teams to integrate QA/QC practices into all stages of well planning and execution.
  • Drive continuous improvement in contractor performance, operational quality, and process standardization across the BU Mexico Wells department.
  • Ensure the safe planning and execution of drilling operations by embedding company`s, regulatory and international HSES and QAQC principles into all aspects of well design, planning, and operational activities, proactively identifying and mitigating risks to protect personnel, assets, and the environment.

 

Critical Responsibilities (MAE/MATTE/HSES*):

  • Ensuring that all activities are carried out in a safe manner complying with all regulatory requirements, legislation and Harbour Energy HSES Procedures.

 

Ethics and Compliance Responsibilities:

  • Ensure that all activities and behaviours are carried out in accordance with Harbour Energy’s Ethics and Compliance Policies and Procedures, and to complete any compulsory compliance training as required.

 

Areas of Accountability, Responsibility and Competence:

  • Develop and maintain dedicated service quality plans for all service providers involved in drilling and completion operations, aligned with project objectives and HSES standards.
  • Review and approve quality plan and ITPs of vendor and service companies.
  • Lead QA/QC audits, inspections, and verification of contractor equipment, services, procedures, and deliverables.
  • Coordinate and oversee third-party inspection (TPI) companies to validate contractor performance and operational compliance.
  • Review and approve service provider QA/QC procedures, management systems, operational plans, and risk assessments.
  • Monitor contractor performance metrics, identify deviations, and lead verification of corrective actions implementation, including non-conformance reports, to ensure continuous operational excellence.
  • Monitor and track equipment certification status, including API Monogram certification, pressure test results, assembly and disassembly procedures, load testing, and factory acceptance tests.
  • Participate in pre-spud readiness reviews, rig acceptance tests, and pre-job equipment inspections to ensure operational readiness and compliance.
  • Support well preparation and execution by ensuring QA/QC requirements are embedded in all drilling, completion, and intervention activities.
  • Collaborate with drilling, completion, fluids, and cementing engineers as well as the quality advisor to identify quality risks and implement mitigation measures.
  • Track and report contractor performance using KPIs such as non-productive time, equipment reliability, and service quality metrics.
  • Prepare and maintain accurate QA/QC documentation, including audit reports, inspection logs, non-conformance reports, corrective action requests, and lessons learned.
  • Participate in Management of Change (MoC) processes for any QA/QC deviations, equipment changes, or service modifications.
  • Facilitate knowledge sharing and training on QA/QC standards, processes, and best practices for the project team and contractors.
  • Support procurement and tender processes by providing QA/QC evaluation criteria, QA/QC audits and ensuring contractor compliance with quality standards.
  • Continuously evaluate and implement industry best practices, new technologies, and innovative approaches to enhance QA/QC performance.
  • Contribute to the development of BU Mexico Wells QA/QC processes, procedures, and department capability

 

Critical Skills*, Qualifications, Experience, etc.:

Education (Required Educational Level)

  • B.Sc. in Petroleum Engineering, Mechanical Engineering or equivalent.
  • QA/QC certifications (e.g., ISO, API, or equivalent) prefer.

 

Professional Experience (Required experience in a clearly definable field of activity and total years)

  • Minimum 10 years of relevant QA/QC experience in drilling, completion, and oilfield operations, ideally with IOCs and/or QA/QC companies working for IOCs
  • Proven experience in auditing, inspections, and TPI coordination for offshore drilling projects.
  • Strong track record of ensuring safe and efficient well delivery through contractor and service provider QA/QC management.
  • Familiar with Mexican offshore regulations, industry standards, and international HSES guidelines.
  • Demonstrated ability to implement QA/QC processes across multi-disciplinary drilling and completion teams.

 

Technical Skills (Special Technical knowledge: As: Software. Law knowledge, standards knowledge, etc.)

  • Strong knowledge of QA/QC standards, procedures, and inspection techniques for drilling and completion equipment and operations.
  • Familiarity with contractor management, third-party inspections, and service quality assurance processes.
  • Understanding of drilling, completion, fluids, and cementing operations, and their associated risks.
  • Proficiency in QA/QC software, reporting tools, and data analysis.
  • Knowledge of regulatory requirements and international best practices.

 

 

Non-Technical Skills (It refers to soft skills: i.e. leadership, management skills, negotiation, communication, etc.)

  • Strong problem-solving and analytical skills.
  • Ability to coordinate and communicate effectively with multi-disciplinary teams, contractors, and TPI companies.
  • Detail-oriented with excellent documentation and reporting skills.
  • Proactive mindset, resilience, and adaptability in a dynamic project environment
  • Proficient in English (written & spoken)
  • Proficient in Spanish (written & spoken) is an advantage
