Purpose of Role:
- The Process Safety Manager acts as the Harbour Energy BUMX process safety technical authority and provides technical support to the assets and project, country leadership teams, Project Process Safety Leads / Technical Authorities.
- Leads and develops BU process safety personnel and their systems of work to build and maintain a high performing function.
- Owns Harbour’s process safety local standards and resources; supports development of the BUMX HSES Management System and plays a key role in group HSES technical assurance processes.
Critical Responsibilities (MAE/MATTE/HSES*):
Ensuring that all activities are carried out in a safe manner complying with all regulatory requirements, legislation and Harbour Energy HSES Procedures.
Ethics and Compliance Responsibilities:
Ensure that all activities and behaviours are carried out in accordance with Harbour Energy’s Ethics and Compliance Policies and Procedures, and to complete any compulsory compliance training as required.
Areas of Accountability, Responsibility and Competence:
Develop, implement and assure the process safety management strategy for BUMX is aligned with Harbour Energy expectations and needs.
Ensure and/or facilitate process safety-related risk assessments (HAZID’s, ENVID’s, HAZOP’s, QRA’s, etc.) as per BUMX needs and scope, such as HAZIDs, HAZAP, QRA and other safety specific studies, such as MAHPP (PPA), FiFi design, emergency evacuation, fire and explosion assessment, etc.
Ensure that all risk studies agreed actions and duly track for implementation to ensure that relevant risks and opportunities are opportunely addressed during the asset / project life cycle.
Serve as Technical Authority in matters pertaining to technical safety engineering for BUMX.
Ensure that all required safety in design deliverables are identified, reviewed and approved, ensuring that safety-related deliverables meet design required codes and standards (API, IEC, NFPA, ISO, etc.).
Ensure that safety case(s) are drafted, maintained and remain pertinent as per company and internationally accepted standards.
Closely interact with the designated facilities engineer(s) provide directives for safe and efficient facilities operations, including the establishment and follow-up of specific performance requirements.
Collaborate with the technical/operational disciplines in the development and instillment of mechanical integrity programs for pressure vessels, piping, tanks, and rotating equipment, including performance standards, inspection, testing, and preventive maintenance strategies.
Collaborate in the development and instillment of corrosion management programs, monitoring and mitigation strategies
Provide guidance on control systems, alarms, and interlocks critical to process safety.
Aid in ensuring performance standards to ensure instrumentation reliability in harsh environments
Support functional safety lifecycle management
Provide technical safety inputs for applicable tendering processes.
Provide guidance to asset and project process safety Technical Authority on contract management processes, involving Technical Safety issues such as changes, TQ’s, NCR’s, VOR’s, document reviews, cost & scheduling etc.
Lead and/or ensure that Major Accident Event and/or Major Accident to the Environment reviews, barrier health and Case for safety Operations (CSO) assurance audits are planned and executed as per BUMX needs.
Support pre-start-up safety reviews (PSSR), commissioning safety checks, and operational readiness, to ensure lessons learned from the earlier projects and ongoing activities are captured and addressed.
Lead, facilitate and/or be part of the incident/accident investigations related to Process Safety events as required for BUMX as required.
Assisting in the initiation of HSES training needs analysis and coordination of implementation as needed.
Other duties associated with the HSEQ function, as directed by Supervisor or Manager.
Critical Skills*, Qualifications, Experience:
Candidates should hold a university degree in a science-related field, such as chemical, mechanical, industrial engineering or a relevant engineering discipline.
Master’s degree or professional relevant licenses and certifications are desirable (NEBOSH, CIA, CCPSC, etc. in PSM)
Native level or Proficient in Spanish (Minimum)
Advanced level of English (oral and written) (Minimum)
Candidates will need to demonstrate a minimum of ten or more (10+) years' experience in the oil and gas industry, with at least five (5) of these years spent in similar technical safety roles.
Held position of Project Safety Manager or Lead Engineer for a major oil or gas operator. Participated in a development through concept select through sanction.
Management of multi discipline technical safety team involving plant layout, process, fire & gas engineering, major accident event analysis and QRA;
Demonstrates expertise in understanding relevant national and international standards and regulations in the field of technical safety and barrier management.
Demonstrated expertise in safety design and in conducting detailed design engineering reviews for Onshore / offshore facilities.
HSES-Q Management system knowledge (ISO 9k, 14k, 45k, 31k)
Risk Management methodologies, such as HAZID, HAZOP, LOPA, QRA, Bowtie’s, SIS’s, etc.
Excellent knowledge of asset development and operation (including design, construction, installation, commissioning, production operations and SIMOPS).
Knowledge of technical safety analysis packages (e.g. Phast, FRED, Flacs and event tree QRA modelling) as well as familiarity with HAZID, ENVID, BAT, HAZOP and LOPA.
Familiarity with diverse development types (Platforms, FPSO’s, TLPs, FPVs, SURF) and production environments (onshore, offshore, deepwater, harsh metocean
Sound understanding of human factors in correlation to safety in design principles as well as Occupational health & hygiene principles.
Proficient in audit planning and execution
Proficient in Incident / Accident Investigation methodologies
Good time management skills and prioritization
Strong interpersonal skills to create and maintain relationships with internal and external stakeholders
Strong oral and written communication skills
