Purpose of Role:
- The HSES Performance & Assurance Manager is responsible for ensuring that Health, Safety, Environment, Security (HSES) standards are effectively implemented, monitored, and continuously improved across all operations. This role provides assurance that company activities comply with regulatory requirements, industry best practices, and internal management systems.
Critical Responsibilities (MAE/MATTE/HSES*):
- Ensuring that all activities are carried out in a safe manner complying with all regulatory requirements, legislation and Harbour Energy HSES Procedures.
Ethics and Compliance Responsibilities:
- Ensure that all activities and behaviours are carried out in accordance with Harbour Energy’s Ethics and Compliance Policies and Procedures, and to complete any compulsory compliance training as required.
Areas of Accountability, Responsibility and Competence:
- Responsible BUMX local content and administration of the HSES elements of the Harbour Business Management System, with specific accountabilities for the alignment of local Business Management System (BMS), HSES Standards and Procedures aligned to Harbour Energy’s BMS.
- Accountable for aiding, developing, implementing and in maintaining the selected HSES Assurance framework of Harbour Energy’s Business Management System, to ensure compliance with ISO standards (ISO 9001, 14001, 45001, 31000).
- Accountable for leading BUMX HSES assurance activities and programs with a focus on HSES auditing but also include HSES Leadership visits; field verification; inspections; readiness reviews; incident investigation; project stage gate reviews; pre-acquisition due diligence; and knowledge sharing.
- Work in close collaboration with pertinent Technical Authorities within the BUMX, as applicable to assure the process safety management strategy for BUMX is aligned with Harbour Energy expectations and needs.
- Ensure that all risk studies agreed actions and duly track for implementation to ensure that relevant risks and opportunities are opportunely addressed during the asset / project life cycle.
- Serve as Technical Authority in matters pertaining to the BUMX HSES Business Management Systems.
- Prove assurance verification to risk management activities, including HAZID, HAZOP, LOPA, QRA, Bowtie Analysis, and Safety Instrumented Systems (SIS) reviews, with the objective of ensuring these meet company expectations.
- Conduct assurance audits across projects and operations, ensuring findings are tracked and closed effectively.
- Provide oversight and guidance on incident and accident investigations, ensuring robust root cause analysis and corrective/preventive actions.
- Monitor and report on HSES performance metrics, identifying trends and recommending improvements.
- Ensure integration of human factors engineering and safety-in-design principles into projects and operations.
- Support occupational health and hygiene programs to safeguard workforce well-being.
- Act as a key interface with regulators, partners, and stakeholders on HSES assurance matters.
- Mentor and develop junior safety engineers and auditors.
- Support pre-start-up safety reviews (PSSR), commissioning safety checks, and operational readiness, to ensure lessons learned from the earlier projects and ongoing activities are captured and addressed.
- Lead, facilitate and/or be part of the incident/accident investigations related to Process Safety events as required for BUMX as required.
- Assisting in the initiation of HSES training needs analysis and coordination of implementation as needed.
- Lead the selection, preparation and coordination of risk-based group HSES training and awareness programmes/campaigns.
- Other duties associated with the HSEQ function, as directed by Supervisor.
Critical Skills*, Qualifications, Experience:
- Candidates should hold a university degree in a science-related field, such as chemical, mechanical, industrial engineering or a relevant engineering discipline.
- Master’s degree or professional relevant licenses and certifications specifically associated with management systems desirable.
- Native level or Proficient in Spanish (Minimum)
- Advanced level of English (oral and written) (Minimum)
- Lead auditor certified.
- Lead incident investigation trained.
- Minimum of ten or more (10+) years' experience in the oil and gas industry, with at least five (5) of these years spent in similar HSES Assurance roles.
- Held position of HSES Assurance for a major oil or gas operator. Participated in a development through concept select through sanction.
- Experience in leading the delivery of HSES MS to certification to ISO standards e.g., 45001/14001
- Extensive experience in HSES auditing as a lead auditor;
- Extensive demonstrable experience in site-based auditing for HSES;
- Extensive demonstrable experience in incident investigation (including root cause analysis) using multiple investigation tools e.g., COMET, TOPSET, TAP ROOT;
- Proficient HSES trainer for both offshore and onshore and multinational personnel;
- Excellent Standard /Procedure writing and reviewing skills;
- Comfortable reviewing and interpreting complex regulations and laws.
- HSES-Q Management system knowledge (ISO 9k, 14k, 45k, 31k)
- Risk Management methodologies, such as HAZID, HAZOP, LOPA, QRA, Bowtie’s, SIS’s, etc.
- Sound understanding of human factors in correlation to safety in design principles as well as Occupational health & hygiene principles.
- Proficient in audit planning and execution.
- Proficient in Incident / Accident Investigation methodologies.
- Good time management skills and prioritization
