Purpose of Role:

 

  • The Operations Readiness manager provides Operations input to all aspects of the Planning and Execution Phases of the Project.  Emphasis will be on supporting the Engineering team in the design phase, providing operational input to key workshops and developing the operational philosophies and strategies for the project. 

 

Critical Responsibilities (MAE/MATTE/HSES*):

 

  • Ensuring that all activities are carried out in a safe manner complying with all regulatory requirements, legislation and Harbour Energy HSES Procedures.
  • Responsible subject matter expert for Operations design assurance aspects associated with Project Design, to ensure compliance with Mexico regulations, engineering standards, and development of relevant Performance Standards.
  • Responsible subject matter expert leading to Heads of Terms and Heads of Agreement with FPSO owner from operations perspective.
  • Responsible to assist the Project in meeting its key objectives such as safety, cost efficiency, operability, maintainability, production availability/efficiency, and trouble-free start-up to support first production date milestones. 

 

Ethics and Compliance Responsibilities:

 

  • Ensure that all activities and behaviours are carried out in accordance with Harbour Energy’s Ethics and Compliance Policies and Procedures, and to complete any compulsory compliance training as required.

 

Areas of Accountability, Responsibility and Competence:

 

  • Accountable for the development and ownership of the Project Operability Assurance Plan, ensuring regular updates are completed in line with the project maturity and stage gate process.
  • Accountable for the development and implementation of an appropriate Operational Model; including an operations cost model and manning. Support the facilities design and operation, including a safe system of work and associated procedures.
  • Accountable for leading the development of operating procedures identified as part of the Project scope.
  • Accountable for the development and maintenance of a competency framework for all operations personnel and provide input into manning models during the project lifecycle.
  • Responsible to act as primary focal point for the project operations requirements and input into key design principles. 
  • Responsible for the Operations interface to support the engineering and design of all facilities, inclusive of provision of Operations knowledge to design deliverables, and attendance at HAZOPs, HAZIDs, Constructability reviews, 3D model reviews etc.
  • Responsible for ensuring that an appropriate equipment and isolation philosophy has been incorporated into the design to meet operational requirements; and where possible, testing/operation and maintenance has been fully considered.
  • Responsible for participation in SIMOPs & execution reviews throughout the project to support future construction, commissioning, and start-up activities.
  • Responsible for attendance and input to Project design reviews and associated change management processes.
  • Responsible for identification of any temporary equipment or material requirements to enable construction, commissioning, or start-up activities, inclusive of flushing, purging, venting and draining activities.
  • Responsible for ensuring regulatory requirements are adhered to across all project activities in all phases of work.

 

Critical Skills*, Qualifications, Experience:

 

  • Essential - Strong focus on achieving the highest standards of Safety Performance and Operating discipline
  • Essential – Experience and knowledge of operating FPSO units and offshore installations
  • Essential – experience of managing FPSO lease and operating contracts
  • Essential - Leadership experience within the Oil and Gas or Petrochemical Industries
  • Essential - A proven track record in the Management of Major Emergency through experience or exercises
  • Essential - Good communication, interpersonal and teamwork skills
  • Essential - Proficient in use of common IT applications such as Microsoft Office
  • Preferred – Experience of working on a large capital project in an Operations role, preferably in the Gulf of Mexico
  • Preferred – bachelor’s degree in engineering or relevant degree.
  • Preferred - familiar with Harbour Energy requirements
  • Preferred - awareness of Harbour Energy Policies and Business Management System (BMS)
  • Preferred - Awareness of Harbour Energy Values & Business Principles
  • Preferred – Being able to communicate in Spanish.
