Purpose of Role:
- The Occupational Safety Manager ensures a safe, healthy, and compliant workplace by developing, implementing, and monitoring occupational safety programs that minimize risks, prevent accidents, and promote a culture of safety. The Occupational Safety Manager will lead initiatives to align organizational practices with regulatory standards, provide training and guidance to employees, and continuously improve safety performance across all operations.
- The Occupational Safety Manager acts as the Harbour Energy Business Unit Mexico (BUMX) Occupational Safety Technical Authority (TA) and provides technical support to the BUMX assets and project, country leadership teams.
Critical Responsibilities (MAE/MATTE/HSES*):
- Ensuring that all activities are carried out in a safe manner complying with all regulatory requirements, legislation and Harbour Energy HSES Procedures.
Ethics and Compliance Responsibilities:
- Ensure that all activities and behaviours are carried out in accordance with Harbour Energy’s Ethics and Compliance Policies and Procedures, and to complete any compulsory compliance training as required.
Areas of Accountability, Responsibility and Competence:
- Develop, implement and assure the occupational health & safety strategy for BUMX is aligned with Harbour Energy expectations and needs.
- Responsible for the occupational health and safety elements of the Harbour Business Management System (BMS), identifying gaps and building new content as required
- Ensures consistent identification, assessment and mitigation of workplace health and safety hazards and thereby manage any associated risk to health and safety.
- Contribute to the analysis of occupational health & safety performance metrics to identify risks and opportunities for BUMX.
- Actively participate in safety-related risk assessments (HAZID’s, ENVID’s, HAZOP’s, etc.)
- Support pre-start-up safety reviews (PSSR), commissioning safety checks, and operational readiness, to ensure lessons learned from the earlier projects and ongoing activities are captured and addressed.
- Conducting regular workplace inspections and audits to ensure strict adherence to safety standards and legislative requirements.
- Participate in and/or support the BUMX HSES Audit programs by acting as the functional subject matter expert for occupational health and safety aspects.
- Lead, facilitate and/or be part of the incident/accident investigations related to Process Safety events as required for BUMX as required.
- Aid in the preparation and maintenance of emergency preparedness strategies and requirements, specifically focusing on efficient and robust emergency response organization through regular exercises and training activities.
- Support the BUMX in preparing for / engaging with regulatory authorities where directed / requested.
- Support BUMX in implementing, maintaining and continuously improving the HSES Management System.
- Assisting in the initiation of HSES training needs analysis and coordination of implementation as needed.
- Other duties are associated with the HSEQ function, as directed by Supervisor or Manager.
Critical Skills*, Qualifications, Experience:
- Candidates should hold a university degree in Occupational Health & Safety, Environmental Science, Chemical, Mechanical, Industrial engineering or relevant discipline.
- Master’s degree or professional relevant licenses and certifications are desirable (e.g. NEBOSH, CSP, etc.)
- Native level or Proficient in Spanish (Minimum)
- Advanced level of English (oral and written) (Minimum)
- Candidates will need to demonstrate a minimum of ten or more (10+) years' experience in the oil and gas industry, with at least five (5) of these years spent in similar safety roles.
- Held position of Project Safety Manager or Lead Engineer for a major oil or gas operator.
- Management of multi-disciplined technical safety team
- Demonstrates expertise in understanding relevant national and international standards and regulations in the field of technical safety and barrier management.
- HSES-Q Management system knowledge (ISO 9k, 14k, 45k, 31k)
- Risk Management methodologies, such as HAZID, HAZOP, LOPA, QRA, Bowtie’s, SIS’s, etc.
- Industry specific hazard control (HAZMAT, CoW, GDM, WC, LOLER, etc)
- Competence in aligning safety initiatives with broader organizational goals and managing safety budgets.
- Ability to drive a "safety-first" culture by persuading and motivating employees at all levels
- Capacity to analyze accident data, identify root causes, and develop innovative solutions to prevent recurrence
- Sound understanding of human factors in Occupational health & hygiene principles.
- Proficient HSE Trainer for both offshore and onshore multinational personnel
- Proficient in audit planning and execution (Lead Auditor Certified)
- Proficient in Incident / Accident Investigation methodologies
- Good time management skills and prioritization
- Strong interpersonal skills to create and maintain relationships with internal and external stakeholders
- Strong oral and written communication skills
- Ability to operate in an agile environment, working in cross-functional and multicultural teams
- Strong Conflict Resolution skills
