Purpose of Role: (Objective / Job expectations)
• The role is fundamental to ensuring the efficiency, continuity, and scalability of the organization's logistics system. Beyond operating and maintaining the current system, this position focuses on understanding logistics as a comprehensive ecosystem where processes, technology, data, operational capabilities, and strategic decisions converge.
• The Logistics Lead role is to ensure the safe, efficient, cost‑effective coordination and oversee of all logistics activities supporting Offshore & Onshore Harbour Energy operations. This position is responsible for maintaining uninterrupted operational continuity by managing the end‑to‑end movement of personnel, vessels, materials, and equipment between shore base facilities and offshore installations or any other additional logistics movements. Additionally, the position is responsible for defining and executing the company’s operational base selection strategy, ensuring that chosen locations best meet current and future business requirements. Provide leadership and mentorship to logistics personnel, fostering safety culture, operational excellence, and compliance with regulatory requirements.
• This role aligns logistics strategies with exploration, drilling, production, subsea, facilities and maintenance requirements, ensuring full compliance with marine, aviation, and regulatory standards while optimizing resources, minimizing risks, and upholding the highest levels of QHSSE performance and ensuring compliance with local/international regulations and Harbour Energy core values.
Critical Responsibilities (MAE/MATTE/HSES):
• Ensure that all activities are executed safely and responsibly, in full compliance with applicable regulations and the company’s HSES standards, preventing Major Accident Events (MAE) and Major Accidents to the Environment (MATTE).
• Defining and executing the company’s operational base selection strategy, ensuring that chosen locations best support current and future business requirements while considering the broader interest of Harbour Energy as a whole.
• Responsible for the build-up of the logistic base & warehouse to serve as focal point for all HBR operational requirement.
• Manage and oversee the performance of logistics service providers, including marine vessel operators, helicopter/aviation contractors, international freight forwarders, customs brokers, trucking companies, and terminal/dock operators, ensuring safe, efficient, and compliant service delivery.
• Coordinate port-related logistics such as berth allocation, bunkering, pilotage, towage, freshwater, provisions, and vessel turnaround activities to maintain uninterrupted logistics support.
• Support commercial interactions with suppliers, including rate negotiations by the lead of Supply Chain procurement, tender support, and cost‑optimization initiatives, ensuring value for money while maintaining service reliability across offshore logistics operations.
• Ensure the proper receipt, inspection, storage, preservation, and dispatch of all offshore-bound materials, equipment, and consumables, maintaining compliance with offshore material handling standards and project requirements.
• Active member and leading the alignment to planning and execution of the company safety, security and emergency response plan.
Ethics and Compliance Responsibilities:
• Act in full alignment with the company’s Ethics and Compliance framework and complete all required compliance training.
• Promote a strong relationship with all authorities, and regulators, honouring the company’s compliance procedures at all the time. (e.g., ASEA, CNH, Customs, Port Authorities)
• Ensure all logistics activities comply with Harbour Energy QHSSE policies, international industry standards, and local regulatory requirements.
Areas of Accountability, Responsibility and Competence:
• Lead the planning, coordination, and supervision of all offshore & onshore logistics activities across marine, aviation, and land transportation to efficiently and timely satisfy request from exploration, drilling, production, subsea, maintenance & facilities operations.
• Ensure full traceability of materials and equipment system is in place from receipt to offshore delivery.
• Oversee daily shore base operations including load planning, backload processes, dangerous goods segregation, and staging of materials and equipment prior to offshore dispatch.
• Ensure fully optimized deck load plans and proper weight distribution for vessels in accordance with vessel and helideck limits, including verification of centre of gravity, sea fastening, and lifting requirements.
• Manage international import/export logistics, ensuring full compliance with customs, duties, and global trade regulations when coordinating shipment of offshore equipment.
• Coordinate end‑to‑end crew change operations, including scheduling of rotations, flight arrangements, ground transfers, and offshore helicopter movements to ensure safe and seamless personnel flow, while support offshore personnel mobilization readiness by coordinating inductions, onboarding, and ensuring that all travel documentation and certifications remain valid and up to date.
• Hands-on implementing and monitoring logistics of Harbor Energy KPIs (e.g., Production Time, NPT, utilization, cycle time), driving continuous improvement to resource optimization in support of offshore campaign efficiency. Drive continuous improvement by developing and monitoring logistics KPIs, implementing lessons learned, and strengthening contractor quality and performance management.
• Utilize strong knowledge of marine industry contracts such as BIMCO-based marine service agreements to ensure contract terms reflect operational needs, vessel service requirements, and offshore project constraints.
• Manage international import/export logistics, ensuring full compliance with customs, duties, and global trade regulations when coordinating shipment of offshore equipment.
• Promote a strong & safety culture across all operations and conduct risk assessments and ensure proper handling of hazardous materials.
• Analyzing, optimizing, and evolving end-to-end logistics flows, considering not only existing tools and processes but also opportunities for improvement that will strengthen the entire logistics network. This entails a systemic vision encompassing demand planning, procurement, and inventory management, as well as execution in transportation, distribution, and customer fulfilment.
Critical Skills, Qualifications, Experience, etc. :
Technical Skills
• Proficiency in MS Office and logistics planning tools including ERP systems.
• Skilled in risk assessments, emergency response planning, and HSES systems for logistics operations.
• Strong cost control and financial analysis capabilities.
• Strong knowledge of marine logistics, vessel management, and aviation support for offshore/onshore Oil & Gas operations.
Non-Technical Skills
• Strong leadership, coaching, and mentoring abilities.
• Effective communicator and collaborator across multi-disciplinary teams.
• Pragmatic and solution-oriented, able to adapt in dynamic operational environments.
• Resilient under pressure with strong organizational and problem-solving skills.
Professional Experience
• Minimum of 10+ years of experience in logistics within the Oil & Gas industry with offshore exposure & managing shore bases and offshore logistics operations.
• Proven track record in supporting offshore exploration and development drilling campaigns in Mexico with IOCs and or service companies.
• Strong knowledge and experience in materials management, inventory control, supply chain operations, ERP systems, EPCI, Drilling Campaign, Subsea Activities and logistics tracking tools.
Education
• Bachelor’s degree: Engineering or proven related field
