Purpose of Role:
- Lead and oversee all logistics activities supporting well construction and production operations, ensuring safe, reliable, and cost-effective delivery in line with the project objectives.
- Serve as the project’s primary focal point for logistics, ensuring that all logistics base options (including rental and new-build supply bases) are fully evaluated and optimized, including long term aspects for production operations after well construction operations are finished.
- Ensure full integration of HSES principles in all logistics planning and execution, proactively identifying risks and implementing mitigation measures.
- Manage and coordinate all logistics resources (supply bases, warehouses, vessels, helicopters, transport providers, logistic personnel) to guarantee continuous support to well construction and production operations.
- Drive continuous improvement by developing and monitoring logistics KPIs, implementing lessons learned, and strengthening contractor quality and performance management.
- Provide leadership and mentorship to logistics personnel, fostering safety culture, operational excellence, and compliance with regulatory requirements.
Critical Responsibilities (MAE/MATTE/HSES*):
- Ensuring that all activities are carried out in a safe manner complying with all regulatory requirements, legislation and Harbour Energy HSES Procedures.
Ethics and Compliance Responsibilities:
- Ensure that all activities and behaviours are carried out in accordance with Harbour Energy’s Ethics and Compliance Policies and Procedures, and to complete any compulsory compliance training as required.
Areas of Accountability, Responsibility and Competence:
- Develop and execute logistics strategies for the Kan Development drilling campaign as well as for the production time of the project, including supply base selection and evaluation (rental vs. new build), vessel and helicopter management, and material movement planning.
- Ensure logistics operations comply with all company standards, regulatory requirements, and HSES policies.
- Lead hazard identification and risk assessments for all logistics activities, ensuring proper controls are in place.
- Lead and ensure helicopter and vessel inspections to verify compliance with company standards, industry regulations, and HSES requirements before and during operations.
- Monitor daily logistics operations (vessels, base, helicopter, land transport) and proactively resolve bottlenecks to ensure continuity of drilling operations.
- Coordinate closely with drilling superintendents and contractors to align logistics resources with rig activities and operational plans.
- Evaluate and manage contractors, including technical assessments, QA/QC, and performance reviews as well as providing input to tendering and procurement processes.
- Establish and oversee logistics KPIs to monitor efficiency, cost control, and HSES performance.
- Participate in DWOPs, rig calls, and planning meetings to ensure logistics alignment with drilling operations.
- Ensure emergency response readiness, including MEDEVAC and oil spill response; coordinate drills with HSE, contractors, and authorities.
- Act as logistics lead for incident investigations and close-out of corrective actions in logistics operations.
- Ensure effective financial oversight by monitoring logistics expenditures, validating service tickets, and controlling materials call-offs.
- Support in Management of Change (MoC) processes related to logistic planning and operations.
- Maintain strong relationships with authorities (e.g., ASEA, CNH, Customs, Port Authorities) to ensure compliance and facilitate permits and inspections.
- Capture lessons learned and integrate continuous improvement into logistics operations.
- Act as a member of the Emergency Response Team (ERT) and support the Wells Manager during incidents or emergencies.
- Contribute to the development of the BU Mexico wells logistics function by establishing best practices, strengthening collaboration with HQ, and ensuring alignment of logistics strategies with other offshore projects of BU Mexico.
Critical Skills*, Qualifications, Experience, etc.:
Education (Required Educational Level)
- B.Sc. in Logistics, Marine Engineering, or equivalent in related technical discipline.
Professional Experience (Required experience in a clearly definable field of activity and total years)
- Minimum 20 years of logistics operations experience, including at least 10 years in a superintendent role.
- Proven track record in supporting offshore exploration and development drilling campaigns in Mexico with IOCs.
- Experience in project management, logistics base setup, and marine logistics operations.
- Familiar with Mexican offshore regulations, permitting processes, and port authority requirements
Technical Skills (Special Technical knowledge: As: Software. Law knowledge, standards knowledge, etc.)
- Strong knowledge of marine logistics, vessel management, and aviation support for offshore drilling operations.
- Expertise in supply base design, evaluation, and operations (rental or new build).
- Strong cost control and financial analysis capabilities.
- Skilled in risk assessments, emergency response planning, and HSES systems for logistics operations.
- Proficiency in MS Office and logistics planning tools.
