Purpose of Role:

  • The Lead Labour & Employee Related Matters Advisor is responsible for managing all aspects of employee relations, labour law compliance, and workforce engagement across Harbour Energy’s Mexico Business Unit. This role ensures employment practices align with Harbour Energy’s values, local labour regulations, and corporate standards, while fostering a positive and productive workplace environment across both offshore and onshore operations.
  • The position serves as the subject matter expert on labour law, union negotiations, and employee relations, providing strategic guidance to leadership and ensuring risks are mitigated.

 

Critical Responsibilities (MAE/MATTE/HSES*):

  • Ensuring that all activities are carried out in a safe manner complying with all regulatory requirements, legislation and Harbour Energy HSES Procedures.

 

Ethics and Compliance Responsibilities:

  • Ensure that all activities and behaviours are carried out in accordance with Harbour Energy’s Ethics and Compliance Policies and Procedures, and to complete any compulsory compliance training as required.

 

Areas of Accountability, Responsibility and Competence:

 

Compliance & Governance

  • Ensure all employee relations activities are conducted in compliance with Harbour Energy HSES procedures.
  • Act in full alignment with the company’s Ethics and Compliance framework and complete all required compliance training.
  • Ensure adherence to Mexican labour legislation, collective bargaining agreements (if required in future), and corporate policies.
  • Monitor upcoming labour law reforms and regulatory changes, assess their potential impact on the business, and lead the implementation of required adjustments to policies, processes, and workforce practices.

 

Employee Relations & Engagement

  • Lead resolution of employee grievances, disputes, and disciplinary matters in a fair and transparent manner.
  • Provide guidance on disciplinary processes, grievance handling, and conflict resolution.
  • Conduct and oversee investigations into employee related matters, ensuring objectivity, confidentiality, and compliance.
  • Support initiatives to strengthen employee engagement, communication, and workplace culture across offshore and onshore operations.

 

Union & Collective Bargaining

  • Act as primary liaison with unions and employee representatives (if required in future), supporting negotiations and agreements.
  • Develop and maintain frameworks for collective bargaining and union relations.

 

Policy Development & Advisory Role

  • Develop and implement employee relations policies, procedures, and frameworks aligned with corporate standards.
  • Provide expert advice to managers and leadership on labour and employee relations matters.
  • Support organizational change initiatives by managing employee relations impacts and ensuring compliance.

 

 

Critical Skills*, Qualifications, Experience, etc.:

 

Technical Skills

  • Strong knowledge of Mexican labour law, employment regulations, and practices.
  • Proven experience in employee relations, union negotiations, and conflict resolution.
  • Ability to adapt HR frameworks to labour law reforms.
  • Leadership experience within HR or Employee Relations functions.
  • Proficiency in common IT applications (Microsoft Office, HRIS systems).

 

Non-Technical Skills:

  • Excellent communication, interpersonal, and negotiation skills.
  • Ability to manage sensitive issues with discretion and professionalism.
  • Strong problem solving and conflict resolution abilities.
  • High integrity, reliability, and responsiveness.

 

Professional Experience:

  • 15+ year of experience as HRBP/Labour Related Matters/HR Operations positions
  • Experience working on workforce integration challenges in complex environments.
  • Track record of managing employee relations in unionized and non unionized contexts.

 

Education:

  • Bachelor’s degree in Human Resources, Business Administration, Law, or related field.
  • Specialized training in labour law, industrial relations, or conflict resolution preferred.
  • MBA is desirable.

 

Languages:

  • Ability to communicate effectively in English and Spanish.
