Purpose of Role:
- Own the day-to-day technical analysis and documentation of foreign payments and intercompany transactions for the Mexico BU.
- Ensure cross-border payments are supported by appropriate source-of-income, withholding tax, treaty, beneficial ownership and anti-abuse analysis before payment or filing.
- Support transfer pricing, SIPRED and financial statement related-party disclosures in coordination with the Forecasting / Provision Team Lead.
Critical Responsibilities (MAE/MATTE/HSES*):
- Ensures all activities are carried out in a safe manner complying with all regulatory requirements, legislation and Harbour Energy HSES Procedures.
Ethics and Compliance Responsibilities:
- Ensure that all activities and behaviours are carried out in accordance with Harbour Energy’s Ethics and Compliance Policies and Procedures and to complete any compulsory compliance training as required.
- Ensure that tax analyses, filings, calculations, workpapers and representations are accurate, complete, properly supported and consistent with approved tax positions. Escalate potential non-compliance, errors, omissions, conflicts of interest or control failures.
- Protect confidential tax, financial, legal and commercial information and conduct interactions with tax authorities, auditors, advisers, suppliers and internal stakeholders professionally and ethically.
Areas of Accountability, Responsibility and Competence:
Foreign Payments and Withholding Tax
- Analyse payments to non-residents, including source-of-income rules and applicable Mexican withholding tax.
- Assess treaty entitlement, tax residence certificates, beneficial ownership and documentation requirements.
- Perform MLI/PPT and other anti-abuse analysis where relevant and identify REFIPRE implications.
- Analyse technical services, royalties, leases/use or enjoyment, interest, dividends and other cross-border payment categories.
- Maintain foreign payment workpapers, withholding support and transaction trackers.
Intercompany Transactions and Financing
- Review intercompany agreements, recharges and service arrangements from a Mexican tax perspective.
- Analyse cash pooling, intercompany loans, debt capitalisations and related financing transactions.
- Coordinate related-party documentation and ensure consistency between contracts, invoices, accounting and tax treatment.
- Identify permanent establishment considerations arising from cross-border operations, personnel or service arrangements and escalate material matters.
Transfer Pricing and Informative Reporting
- Coordinate transfer-pricing documentation, including Local File, Master File and CbC inputs where applicable.
- Support EPT and related-party compliance requirements.
- Prepare and maintain SIPRED Annexes 16 and 17 support and provide inputs for Annex 19 where required.
- Prepare intercompany and related-party inputs for the financial statement notes.
- Provide underlying information and analysis for DIM Annex 9 workpapers owned by the Forecasting / Provision Team Lead.
Controls and Stakeholder Coordination
- Coordinate with Treasury, AP, Legal, Procurement and Accounting before material foreign or intercompany payments.
- Maintain tax residence, treaty, beneficial-ownership and contractual evidence repositories.
- Identify unsupported or unusual transactions and escalate them to the Forecasting / Provision Team Lead and Tax Manager as appropriate.
- Support external audits, SIPRED, tax authority reviews and JV audits with cross-border and related-party evidence.
- Monitor legislative, regulatory and business developments relevant to the role and recommend required process changes.
- Prepare periodic status reporting to the Tax Manager / functional lead on deliverables, risks, open items and upcoming deadlines.
Critical Skills*, Qualifications, Experience, etc.:
Technical Skills
- Strong knowledge of Mexican international tax, withholding tax and double tax treaties.
- Working knowledge of beneficial ownership, MLI/PPT, REFIPRE, transfer pricing and permanent establishment concepts.
- Strong understanding of intercompany financing, services, royalties, leases and related-party documentation.
- Ability to reconcile legal agreements, invoices, payments and accounting treatment.
Non-Technical Skills
- Strong analytical and documentation skills.
- Ability to work effectively with Treasury, AP, Legal, Procurement and Accounting.
- Disciplined escalation of high-risk or novel cross-border matters.
Professional Experience
- Experience in international tax, transfer pricing, foreign payments or intercompany tax in a multinational or advisory environment.
- Oil & gas or energy-sector experience preferred.
Education
- Bachelor's degree in Accounting, Tax, Law, Finance or a related field.
- Postgraduate tax or international tax studies are preferred.
Language
- English: Proficient (written and spoken).
- Spanish: Proficient/Native.
