Purpose of Role:

  • This role is established to lead the development and implementation of Health, Safety, Environment & Security (HSES) initiatives within the Zama Project, focusing on enhancing safety standards and compliance across all operational activities.
  • The HSES Development Team Lead is responsible for interfacing with various teams to ensure the integration of HSES principles in daily operations, thereby reducing risks and enhancing safety performance.
  • By driving key HSES projects, this role significantly contributes to the Project’s goals by ensuring regulatory compliance and fostering a culture of continuous safety improvement.
  • The incumbent will also handle cross-functional responsibilities to align the Project’s HSES practices with broader corporate strategies and regulatory frameworks.

 

Critical Responsibilities:

  • Ensure all activities are carried out in a safe manner complying with all regulatory requirements, legislation and Harbour Energy HSES Policies, Procedures and Guidelines
  • Develop and implement HSES strategies that ensure compliance and promote safety culture enhancements across the Zama Project
  • Oversee the integration of HSES standards and practices into all project phases to mitigate risks and enhance safety outcomes
  • Prepare and coordinate HSES documentation for technical reviews and internal evaluation milestones 

 

Ethics and Compliance Responsibilities:

  • Ensure that all activities and behaviours are carried out in accordance with Harbour Energy’s Ethics and Compliance Policies and Procedures, and to complete any compulsory compliance training as required.

 

Areas of Accountability, Responsibility and Competence:

Strategic Leadership

  • Define and lead the execution of the HSES Plans within the different stages of the Project.
  • Oversee the implementation of HSES Management System to ensure compliance with national and international standards.
  • Represent the Zama Project in corporate HSES planning sessions to ensure alignment with overall business objectives.

 

Compliance & Risk Management

  • Ensure risk assessment process is conducted in compliance with all regulatory requirements, legislation and Harbour Energy HSES Policies, Procedures and Guidelines.
  • Monitor and analyse HSES performance metrics to identify risk areas and implement corrective actions.
  • Ensure all HSES activities comply with legal and regulatory requirements and report discrepancies to HSES Manager.
  • Develop and maintain an emergency response strategy that aligns with corporate HSES standards.

 

Performance & Improvement

  • Drive continuous improvement initiatives in HSES practices based on latest industry standards and technological advancements.
  • Conduct regular HSES audits and assessments to ensure ongoing compliance and performance enhancement.
  • Implement training and development programs to elevate HSES awareness and skills across the department.

 

Team Leadership

  • Manage and mentor the direct report by setting clear performance goals and providing regular feedback.
  • Ensure the professional development of the team member through structured training and career planning.
  • Foster a collaborative team environment that encourages innovation and continuous learning in HSES practices.  

 

Critical Skills, Qualifications, Experience, etc.:

Technical Skills

  • In-depth knowledge of HSES regulatory frameworks and compliance requirements in the oil and gas sector.
  • Proficient in HSES management systems, assurance process and incident investigation techniques.
  • Experienced in developing and leading HSES programs that align with Authority requirements, mainly ASEA.
  • Experienced in developing and leading HSES programs that align with corporate strategies.

 

Non-Technical Skills

  • Strong leadership and interpersonal skills to effectively communicate and influence at all organisational levels.
  • High level of integrity and professionalism, with a proven ability to manage complex projects and multidisciplinary teams.
  • Excellent problem-solving and analytical capabilities to identify risks and implement effective solutions.

 

Professional Experience

  • Eight (8) + years of experience in HSES roles within the oil and gas industry, focusing on safety management and compliance.
  • Proven track record of successfully implementing HSES strategies and enhancing safety culture within a large organization.

 

Education

  • Bachelor's degree in relevant field.

 

Language

  • English: Proficient (written and spoken).
  • Spanish: Proficient (written and spoken).
