Purpose of Role:
- The HR Project Manager is responsible for leading project HR initiatives that support organizational transformation, business growth, operational excellence, and employee experience. This role drives the planning, execution, and governance of complex cross-functional projects, ensuring successful implementation of organizational changes, HR programs, process improvements, and business-critical initiatives.
- The position serves as a key partner to HR Leadership and business stakeholders, utilizing project management and organizational change management methodologies to deliver sustainable outcomes, manage risks, and promote adoption of new ways of working across the organization.
Critical Responsibilities (MAE/MATTE/HSES*):
- Ensures all activities are carried out in a safe manner complying with all regulatory requirements, legislation and Harbour Energy HSES Procedures.
Ethics and Compliance Responsibilities:
- Ensure that all activities and behaviours are carried out in accordance with Harbour Energy’s Ethics and Compliance Policies and Procedures and to complete any compulsory compliance training as required.
Areas of Accountability, Responsibility and Competence:
Organizational Change Management
- Lead the development and execution of organizational change management strategies for HR and business transformation initiatives.
- Assess change impacts, stakeholder readiness, organizational risks, and adoption requirements.
- Design and implement communication, engagement, training, and reinforcement plans to support successful change adoption.
- Partner with leaders to build change capability and foster a culture of continuous improvement.
- Monitor change effectiveness through metrics, feedback, and post-implementation evaluations.
HR Projects & Strategic Initiatives
- Lead and manage end-to-end HR projects, including planning, execution, monitoring, governance, and closure.
- Drive strategic HR initiatives related to organizational design, workforce planning, talent processes, employee experience, and digital transformation.
- Coordinate cross-functional project teams and ensure alignment with business objectives and timelines.
- Establish project plans, milestones, risks, dependencies, and success metrics.
- Provide regular status updates, executive summaries, and recommendations to senior leadership.
Process Improvement & Transformation
- Identify opportunities to improve HR processes, systems, and service delivery models.
- Lead continuous improvement initiatives to increase efficiency, scalability, compliance, and employee satisfaction.
- Support HR technology implementations, process standardization efforts, and transformation programs.
- Develop sustainable operating models and governance frameworks to support business needs.
Stakeholder Management
- Build strong relationships with HR leaders, business leaders, and key stakeholders.
- Facilitate workshops, planning sessions, and project governance meetings.
- Influence decision-making through data analysis, insights, and recommendations.
- Ensure stakeholder engagement and alignment throughout project lifecycles.
Reporting & Analytics
- Develop project dashboards and reporting mechanisms to measure progress and outcomes.
- Analyze workforce, project, and change-related data to identify trends and opportunities.
- Track project performance, benefits realization, and organizational adoption metrics.
- Prepare presentations and executive communications for senior leadership.
Special Projects
- Lead or support special assignments and strategic initiatives as requested by HR Leadership and business management.
- Manage confidential and business-critical projects that require coordination across multiple functions and geographies.
- Provide project management expertise during organizational changes, restructures, integrations, and other transformation efforts.

Professional Experience
- 7+ years of experience in Human Resources, Project Management, Organizational Development, Organizational Change Management, or related areas.
- Proven experience leading cross-functional projects and organizational transformation initiatives.
- Experience working with senior stakeholders and managing multiple priorities simultaneously.
- Experience in multinational or matrix organizations preferred.
Education
- Bachelor's Degree in Human Resources, Business Administration, Psychology, Organizational Development, Industrial Engineering, or related field.
- Master's Degree in Human Resources or related field preferred.
- Project Management Professional (PMP), PRINCE2, Agile, or equivalent certification.
- Prosci Change Management Certification or similar change management methodology certification.
Language
- English: proficient (written and spoken).
- Spanish: Native.
