Purpose of Role: 

  • Lead the HR department's operations within Mexico, ensuring alignment with corporate HR policies and adherence to local labour laws and regulations.
  • Define and implement HR strategies that support the operational needs of the business, focusing on effective talent management, employee engagement, and organizational development.
  • Collaborate with other departments to ensure a cohesive approach to HR practices, facilitating cross-functional teamwork to achieve business goals.
  • Ensure compliance with all relevant regulations and maintain a focus on continuous improvement in HR processes and systems. 

 

Critical Responsibilities:

  • Ensure all activities are carried out in a safe manner complying with all regulatory requirements, legislation and Harbour Energy HSES Procedures.

 

Ethics and Compliance Responsibilities: 

  • Ensure that all activities and behaviours are carried out in accordance with Harbour Energy’s Ethics and Compliance Policies and Procedures and to complete any compulsory compliance training as required.

 

Areas of Accountability, Responsibility and Competence:

Strategic Leadership

  • Oversee the development and implementation of HR policies and programs that align with business objectives.
  • Drive the strategic staffing initiatives, including recruitment, retention, and succession planning. 
  • Set goals for HR metrics aligned with business objectives and report on these metrics to senior management.
  • Ensure HR compliance with legal and regulatory requirements in Mexico.

People Management 

  • Line-manage direct reports within the HR Operations team, setting clear performance expectations and ensuring delivery against HR operational priorities.
  • Coach and develop direct reports, providing regular feedback and supporting career progression within the HR function.
  • Conduct formal performance reviews, manage workload allocation, and ensure the team has the capability to handle complex HR issues effectively. 

Operational Excellence 

  • Manage daily HR operations to support the workforce and business operations effectively. 
  • Ensure the accuracy and confidentiality of HR data through robust information systems and processes.
  • Coordinate with global HR teams to standardize processes and share best practices.
  • Handle complex employee relations issues, ensuring timely and fair resolutions. 

 

Critical Skills, Qualifications, Experience, etc. : 

Technical Skills:

  • Proficient in using HRIS systems to streamline HR operations.
  • Experienced in data analytics to derive insights from HR metrics.
  • Knowledge of Mexican labor law and its application in corporate settings. 

Non-Technical Skills:

  • Excellent leadership and interpersonal skills to manage and motivate staff.
  • Strong problem-solving skills and the ability to handle complex HR issues with a strategic approach.
  • Effective communication skills, capable of engaging with senior management and staff at all levels. 

Professional Experience:

  • Experienced in managing HR operations within a multinational company.
  • Proven track record in strategic HR planning and execution in alignment with business goals.
  • Experience in change management and organizational development, particularly in diverse and dynamic environments. 

Education:

  • Bachelor's degree in relevant field.
  • Master's degree in Human Resources or related field preferred.

Language:

  • English: Proficient (written and spoken).
  • Spanish: Intermediate or above.
