Purpose of Role:

  • Facilitate the development, negotiation, administration and optimization of contracts related to gas pipelines infrastructure within the Technical Services - Supply Chain Department. This role is accountable for ensuring that all contractual arrangements to support project delivery, timelines, cost efficiency and compliance with regulatory and safety standards.
  • The role contributes to project competitiveness by analyzing project requirements, reviewing & launching RFXs, and developing accurate and commercially robust cost estimates for pipeline construction activities.
  • Collaborate with cross-functional teams to ensure that contracts support the operational requirements of gas pipeline projects. This includes interfacing with project management, legal, and finance teams to align contracts with business needs and regulatory standards.
  • Collaborate with cross-functional teams—including Engineering, Procurement, Project Management, Legal, and Finance—as well as EPC contractors, to ensure alignment between contract terms, project execution strategies, and business objectives.
  • Contribute to the broader business unit objectives by implementing effective contract management strategies that optimize cost, ensure supplier performance, and mitigate risks. This role plays a key role in maintaining compliance with both internal policies and external regulations affecting pipeline contracts.
  • Drive value through effective contract management practices, supplier performance oversight, cost optimization, and risk mitigation, ensuring alignment with corporate policies and industry regulations.

  • Ensure all activities are carried out in a safe manner complying with all regulatory requirements, legislation and Harbour Energy HSES Procedures.

 

Ethics and Compliance Responsibilities:

  • Ensure that all activities and behaviours are carried out in accordance with Harbour Energy’s Ethics and Compliance Policies and Procedures and to complete any compulsory compliance training as required.

 

Areas of Accountability, Responsibility and Competence:

Contract Management

  • Execute contract development processes from tender to closure. Analysing project scope, engineering inputs, and technical specifications to support pipeline cost estimation
  • Prepare cost breakdowns (materials, labor, equipment, logistics, and services) and support bid development, pricing strategies and commercial evaluations.
  • Maintain comprehensive records of negotiations, changes, and final agreements within performance of benchmarking and market analysis to validate cost assumptions and improve competitiveness.
  • Ensure compliance with legal, regulatory, and corporate standards in all contracts.

 

Supplier Relationship Management

  • Develop and maintain strategic relationships with EPC contractors, key suppliers and service providers to ensure favourable terms and reliable supply chain support.
  • Monitor supplier performance and ensure compliance with contract terms.
  • Manage disputes and renegotiations as necessary within BU Mexico.

 

Risk Management

  • Identify contractual risks and develop mitigation strategies.
  • Identify, assess, and mitigate contractual and commercial risks.
  • Conduct regular reviews of contracts to adapt to changing circumstances and legal requirements.
  • Prepare risk management reports and updates for senior management.

 

Regulatory Compliance

  • Keep abreast of changes in industry regulations and standards affecting gas pipeline contracts.
  • Ensure all contracts adhere to international, national, and local regulatory requirements.
  • Coordinate with the legal department to ensure all contractual terms are enforceable and compliant.

 

Critical Skills, Qualifications, Experience, etc. :

Technical Skills

  • In-depth knowledge of contract law and negotiations specific to the oil & gas industry.
  • Strong knowledge of contract law, negotiation strategies, and EPC contracting models.
  • Experience in cost estimation, unit prices, budgeting, and commercial analysis for infrastructure or oil & gas projects.
  • Proficiency in contract management software and cost estimation tools.

 

Non-Technical Skills

  • Strong analytical and problem-solving capabilities.

 

Professional Experience

  • 15+ years of experience in contract management and cost engineering within the oil & gas private sector, particularly in gas pipeline projects.
  • Proven track of working with offshore EPC contractors and large infrastructure projects.

 

Education

  • Bachelor's degree in relevant field.

 

Language

  • English: Fluent (written and spoken).
  • Spanish: Native speaker.
