Purpose of Role:

  • Provide leadership to the Asset Controls and Financial Controls function for operated upstream oil and gas assets in Mexico, ensuring strong financial governance, integrity of reporting, and compliance with Production Sharing Contracts (PSCs), License Contracts, IFRS requirements and Mexican regulatory obligations.
  • The role is accountable for the integrity, standardization and continuous improvement of financial control, asset reporting, budgeting, forecasting and business planning processes across multiple legal entities and operated assets. The position leads a team of Asset Controllers and ensures the effective use of systems, analytical tools and industry best practices to deliver accurate, timely and insightful financial information supporting operational and strategic decision-making.
  • Act as a key interface between Mexico operations, joint venture partners, regulators, auditors and corporate headquarters, ensuring alignment with corporate financial frameworks, reporting requirements and governance standards.
  • The role also supports strategic and commercial activities through financial analysis, performance evaluation, scenario modelling and oversight of key financial risks associated with upstream operations in Mexico.

Critical Responsibilities:

  • Ensure all activities are carried out in a safe manner complying with all regulatory requirements, legislation and Harbour Energy HSES Procedures.
  • Promote strong financial governance and a robust controls environment aligned with company standards and industry best practices.
  • Ensure awareness and compliance with Harbour Energy policies, procedures and Business Management System requirements.
  • Support operational and financial risk management processes through effective financial stewardship and assurance activities.

 

Areas of Accountability, Responsibility and Competence:

Financial Control & Governance

  • Lead the implementation, enhancement and maintenance of robust financial control frameworks across operated assets and legal entities in Mexico.
  • Ensure integrity, accuracy and completeness of financial reporting in compliance with IFRS, corporate accounting policies, Production Sharing Contracts, License Contracts and local statutory requirements.
  • Oversee monthly, quarterly and annual financial close processes related to operated assets and ensure timely submission of reporting packages to headquarters.
  • Ensure effective governance over balance sheet reconciliations, accruals, cost allocations, intercompany transactions and financial risk management processes.
  • Maintain compliance with corporate financial frameworks, debt covenant reporting requirements and internal control standards where applicable.

 

Production Sharing Contracts & Regulatory Compliance

  • Provide financial leadership and oversight relating to Production Sharing Contracts and License Contracts in Mexico.
  • Monitor fiscal, contractual and regulatory developments impacting upstream oil and gas operations in Mexico and assess financial implications.
  • Support interactions with regulators, auditors, joint venture partners and external stakeholders on financial, reporting and compliance matters.
  • Ensure robust supporting documentation and audit readiness for regulatory reporting and partner reviews.

 

Business Planning, Forecasting & Performance Management

  • Lead the annual business planning, budgeting and forecasting processes for operated assets and legal entities in Mexico.
  • Coordinate quarterly reporting submissions to headquarters, ensuring high-quality analysis, variance explanations and clear communication of operational and financial performance drivers.
  • Deliver insightful financial and operational analysis to support strategic decision-making by senior leadership.
  • Support long-range planning, scenario analysis and financial modelling activities related to asset performance, investment decisions and business strategy.
  • Lead preparation and consolidation of management presentations, business performance materials and Board-level reporting where required.
  • Ensure consistency, technical accuracy and best-in-class quality across all financial planning and reporting deliverables.

 

Systems, Processes & Continuous Improvement

  • Ensure the Asset Controls team utilizes SAP and other financial systems, reporting tools and analytical platforms effectively and in line with industry best practices.
  • Drive continuous improvement initiatives to simplify, standardize and streamline financial planning, reporting and control processes.
  • Promote automation, enhanced analytics and digital solutions to improve reporting quality, forecasting capability and operational insight.
  • Ensure strong governance over financial data quality, reporting structures and system integrity.
  • Support the development and implementation of improved financial frameworks, KPIs and reporting dashboards for management and headquarters.

 

Leadership & Stakeholder Management

  • Lead, mentor and develop a team of Asset Controllers, fostering a high-performance culture focused on accountability, collaboration and continuous improvement.
  • Develop technical capability, succession readiness and professional growth aligned with Finance function objectives.
  • Build strong working relationships with Operations, Development, Supply Chain, Commercial, Joint Venture partners and Corporate Finance teams.
  • Act as a trusted business partner to senior management by providing financial insight, challenge and support across operational and strategic matters.
  • Serve as a key communication interface between Mexico operations and headquarters finance teams, ensuring alignment on reporting, governance, risks and performance expectations.
  • Coordinate cross-functional collaboration to support integrated evaluations, investment decisions and business priorities.
