Purpose of Role:
- Lead and oversee the Business Unit (BU) Facilities Engineering department to ensure efficient management and operation of assets and engineering processes across the organization.
- Define and implement BU engineering strategies, specifications and standards to enhance operational efficiency and ensure compliance with national and international regulations.
- Collaborate with cross-functional teams to align facilities management objectives with broader business and technical goals, optimizing resource allocation and maximizing asset value.
- Identify and develop and implement synergies and opportunities to standardise facilities engineering technical practices across projects, disciplines and development phases, improving efficiency, consistency and value delivery across the Mexico BU.
Critical Responsibilities (MAE/MATTE/HSES*):
- Ensuring that all activities are carried out in a safe manner complying with all regulatory requirements, legislation and Harbour Energy HSES Procedures.
- Ensure the BU adheres to the corporate Barrier Management and MAE Management guidelines.
- Own and maintain Harbour Energy’s Engineering, Technical Assurance ensuring alignment with regulatory requirements, legislation, and industry best practices.
Ethics and Compliance Responsibilities:
- Ensure that all activities and behaviours are carried out in accordance with Harbour Energy’s Ethics and Compliance Policies and Procedures, and to complete any compulsory compliance training as required.
Areas of Accountability, Responsibility and Competence:
Strategic Leadership
- Define the strategic direction for the Mexico BU Facilities Engineering department, aligning with organizational goals and market conditions.
- Ensure the BU has a Technical Authority structure to support both Development Projects and Operations, that links to the Harbour Corporate expectations and structure.
- Oversee the development and implementation of comprehensive asset management programs that ensure long-term sustainability and efficiency.
- Ensure compliance with health, safety, and environmental standards, enhancing the organization's reputation and operational integrity.
- Drive the adoption of best practices and technological innovations in facilities management and engineering.
- Oversee delivery of multidisciplinary facilities engineering Technical Authority support for all Mexico projects, including but not limited to process, mechanical, structural, electrical, instrumentation & controls, materials, SURF, PM&A and chemicals.
Team Leadership
- Lead and develop the Mexico BU functional engineering team, setting clear performance objectives and providing ongoing coaching and mentorship.
- Provide functional facilities engineering leadership and support to the Mexico BU, Projects and Operations
- Foster a collaborative environment that encourages innovation and knowledge sharing across the BU, Projects and Operations.
Operational Excellence
- Manage the health of the Facilities Engineering function.
- Monitor and analyse engineering processes and performance, implementing corrective actions and enhancements as needed.
- Coordinate with other departments and the projects to ensure seamless integration of facilities management with overall business operations.
Critical Skills, Qualifications, Experience, etc.:
Technical Skills
- Expertise in facilities management and engineering within the oil & gas sector, with a strong focus on operational efficiency and safety.
- Proficient in the use of management systems and software used in facilities engineering.
- Knowledge of regulatory requirements and standards applicable to facilities engineering in the oil & gas industry.
Non-Technical Skills
- Strong leadership and organizational skills, with the ability to manage and motivate a diverse team.
- Excellent communication and interpersonal skills, capable of effectively collaborating with and influencing stakeholders at all levels.
- Proven ability to manage complex tasks with high attention to detail.
Professional Experience
- Minimum 15 years of experience. Exposure to working in the Gulf of Mexico would be an advantage.
- Extensive experience in managing facilities engineering functions in a large-scale, multinational oil & gas organization.
- Experience in managing Technical Authorities within a developing BU.
- Demonstrated track record of improving operational efficiency and implementing innovative engineering solutions.
- Experience in strategic planning and execution, with a focus on compliance and sustainability.
Education
- Bachelor's degree in relevant field.
Language
- English: Proficient (written and spoken).
- Spanish: Intermediate or above preferred.
