Purpose of Role:
- Responsible for providing expert commercial and contractual leadership in support of engineering (EPC) activities across capital projects. The role ensures that all engineering-related contracts are developed, negotiated, administered, and governed in alignment with project objectives, company policies, honoring full compliance with Harbour Energy requirements and market best practices.
- The position acts as a trusted advisor to project, engineering, procurement, and legal teams, safeguarding Harbour Energy’s commercial and contractual interests by ensuring effective risk allocation, cost control, schedule adherence, and contractual compliance throughout the project lifecycle. The role is critical in enabling the successful execution of complex upstream oil and gas projects in technically and commercially demanding environments.
Critical Responsibilities:
- Ensure that all contracting and commercial activities are executed safely, responsibly, and in full compliance with Harbour Energy’s HSES standards, policies, and applicable regulatory requirements.
- Actively support the prevention of Major Accident Events (MAE) and Major Accidents to the Environment (MATTE) by ensuring that contractual requirements appropriately address HSES obligations, contractor accountability, and risk mitigation measures within engineering and EPC contracts.
Ethics and Compliance Responsibilities:
- Conduct all activities in strict alignment with Harbour Energy’s Ethics and Compliance framework, including adherence to the Code of Conduct, anti-bribery and corruption standards, and procurement governance requirements.
- Complete all mandatory ethics, compliance, and regulatory training and actively promote ethical behavior and transparency in all contractual dealings with internal and external stakeholders.
Areas of Accountability, Responsibility and Competence:
- Implement project-specific contracting strategies and contracting plans for engineering and EPC scopes, aligned with overall project execution objectives and market conditions.
- Provide market intelligence and contractual expertise related to engineering service providers and global EPC contractors.
- Lead and coordinate the preparation of bid documentation, including commercial terms, contractual conditions, and pricing structures for engineering and EPC contracts.
- Manage bid evaluation processes, ensuring technical-commercial alignment, compliance with governance requirements, and robust contractor selection.
- Lead and support contract negotiations with engineering contractors and EPC suppliers in coordination with Legal and Procurement teams.
- Managing all engineering and FEED/EPC contracts throughout execution, ensuring compliance with contractual terms related to scope, cost, schedule, and deliverables.
- Maintain accurate and up-to-date contract data within company systems (e.g., Coupa or equivalent ERP).
- Serve as the primary focal point for SCM and contractual interface between Harbour Energy and engineering contractors.
- Manage contractual change control processes, including evaluation and negotiation of variations, claims, and compensation events.
- Proactively mitigate contractual and commercial risks through early identification of potential disputes and effective issue resolution.
- Work closely with Engineering, Project Controls, Legal, Finance, and Project Management teams to ensure integrated commercial decision-making.
- Provide clear, timely contractual advice to support project governance reviews and management decisions.
Critical Skills, Qualifications, Experience, etc. :
Technical Skills
- Strong expertise in engineering services and EPC contracting within the oil and gas industry.
- Thorough understanding of contract types (Lump Sum, Reimbursable, Hybrid), risk allocation, and commercial models.
- Proven capability in contract drafting, negotiation, administration, and change management.
Non-Technical Skills
- Strong commercial judgment and analytical skills.
- Excellent stakeholder management and communication abilities.
- Ability to work autonomously in a fast‑paced, multicultural project environment.
- High level of professionalism, integrity, and attention to detail.
Professional Experience
- 15+ years of proven experience in supporting upstream oil & gas capital projects, including Early Engineering Studies, Pre‑FEED, FEED, and EPC phases.
- Demonstrated experience working with international engineering contractors and complex contractual frameworks.
- Track record of managing and administration of engineering contracts.
Education
- Bachelor’s degree in engineering, Business, Law, Quantity Surveying, or a related field is required.
- Postgraduate or professional qualifications in Contract Management, Commercial Management, or Project Management (preferred).
