Purpose of Role:
- Harbour Energy is embarking on several major capital projects in the greenfield space along with other brownfield projects. These projects span the global portfolio of the company.
- The incumbent will provide strategic leadership and guidance across all the major engineering discipline areas and must have demonstrated this capability in previous major capital projects.
- As the head of the Engineering Function the position provides leadership and strategic direction for the organisation across all locations.
- Serve as the principal engineering advisor to the EVP Technical Services; SVP Production Operations and Engineering; and other senior executives, shaping the long-term technical roadmap and ensuring operational excellence across all assets and major projects.
- Act as the primary engineering consultant to the leadership team, influencing high- level decision-making, corporate policy, and capital allocation to drive sustainable, competitive growth.
Critical Responsibilities:
- Accountability will be for independent technical assurance, Facilities Engineering standards, operations integrity /performance standards, MOC, audits, discipline communities, discipline engineering management oversight/support co-ordination, strategic contract management and provision of a centralised point for the delivery of technical innovation across the business and aligning technical objectives with overall corporate strategy.
- Develop, own, and maintain Harbour Energy Engineering, Technical Assurance Standards and ensure they incorporate all regulatory requirements, legislation and industry best practice.
- Ensure corporate engineering contracts are administered, enacted & supported to ensure optimum safe delivery
- Head of Harbour technical assurance team, accountable for providing specialist expertise and technical assurance to all major activities, including all major capital projects across the business -ensuring compliance with regulatory requirements, BMS and Engineering Standards.
- Drive a continuous improvement culture in the Engineering teams across the company and ensure that strategic goal are aligned across the company functions and projects.
- Oversee the formulation and enforcement of corporate and facilities engineering standards, ensuring compliance with legislation and company HSES procedures.
- Champion a proactive HSES culture within engineering, being accountable for regular reviews and audits to drive continual improvements in safety and environmental performance.
- Provide executive-level assurance that engineering activities comply with the Business Management System (BMS) and relevant regulations.
Ethics and Compliance Responsibilities:
Ensure that all activities and behaviours are carried out in accordance with Harbour Energy’s Ethics and Compliance Policies and Procedures, and to complete any compulsory compliance training as required.
Areas of Accountability, Responsibility and Competence:
- Collaborate closely with the company’s senior executives and leadership team to define and refine high-level technical objectives, ensuring alignment with overarching business goals.
- Serve as a key interface with external industry forums, regulatory bodies, and joint- venture partners, representing the organisation’s technical interests and forging strategic alliances.
- Lead and manage the organisation’s Corporate Technical Authorities (TAs) and associated engineering functions, establishing rigorous processes for critical decision-making and knowledge sharing.
Develop and maintain comprehensive technical assurance plans and audit programmes, ensuring that engineering standards, guidelines, and performance metrics are effectively enforced. - Act as a sponsor for technical leadership initiatives, nurturing a pipeline of future technical leaders capable of driving the organisation’s long-term ambitions.
- Accountable for setting Engineering strategy and provision of subject matter expertise in key engineering discipline areas to Operations, Major Projects, Modifications,
- Decommissioning and Non-Operated Assets, driving implementation of fit for purpose engineering solutions.
- Owner of Harbour Energy's Facilities Engineering, & Technical Assurance Management Standards & all other discipline engineering standards. Ensure regular updates to reflect industry best practice and revise where appropriate to meet the organisations objectives
- Accountable for Functional Governance-Own/maintain engineering standards, procedures & competencies
- Accountability and Oversight of major Strategic Delivery contracts. Significant contract value in terms of cost and reliability for the business.
- Engage with BU Technical Authorities/Delegated Authorities and key stakeholders to achieve the delivery of an efficient and effective Technical assurance regime in-line with the BMS. Develop, own and maintain technical assurance plans and audits
- Manages technical innovation process & engage proactively with new technologies in industry
- Owner of company accredited engineering schemes with IET, IChemE and IMechE.
- Develop and apply an engineering workforce strategy to ensure resilience and competence including promoting a diverse and inclusive culture to maximise the potential of the business
- Assume the role of CMT leader on rotation
Critical Skills, Qualifications, Experience, etc.:
- Chartered Engineer Status and Corporate Member of a professional body preferred
- Advanced degree (master’s or equivalent) in an engineering discipline, or significant relevant experience.
- Proven track record of successful leadership in senior engineering roles within the upstream oil and gas sector including major capital projects, influencing capital investment strategies and major project delivery.
- Experience with digital transformation or technology-driven improvements in engineering environments.
- Familiarity with global regulatory and legislative environments, including government and industry stakeholder engagement.
- Expertise in budget oversight, contract negotiations, and strategic resource allocation
- Proven track record in management and delivery of successful technical assurance & Engineering Delivery of both production operations and major projects
- Ability to Provide technical advice and guidance to the business for complex and critical issues, leveraging other experts as required
- Responsible for defining and continuously improving work flows/processes and adherence to quality and excellence standards
- Responsible for the succession and development planning of other by maintaining a talent pipeline for engineering disciplines within the business
- Maintains and builds a wide network of internal/external industry contacts and represents the organisation externally
- Demonstrated capability to partner effectively with senior executives and leadership teams, providing clear strategic counsel and shaping corporate-level decisions.
- In-depth knowledge of risk management practices, regulatory frameworks, and operational safety standards pertinent to the oil and gas industry.
