Location: London or Aberdeen
Purpose of Role:
Support the development roll-out of Harbour Energy’s Process safety leadership, Process safety fundamentals, and contribute to high performance and continuous improvement in process safety management.
Support the Harbour Energy process safety technical authority and provide technical support to Harbour’s BU and country leadership teams
Support BU Process Safety Leads/Technical Authorities (and their teams) and their systems of work so as to build and maintain a high performing function.
Contribute to development of Harbour’s process safety standards and corporate systems, tools and resources; support development of the corporate HSES Management System and play a key role in group HSES assurance processes.

Ensuring that all activities are carried out in a safe manner complying with all regulatory requirements, legislation and Harbour Energy HSES Requirements and Expectations
Ethics and Compliance Responsibilities:
Ensure that all activities and behaviours are carried out in accordance with Harbour Energy’s Ethics and Compliance Policies and Procedures, and to complete any compulsory compliance training as required.
Areas of Accountability, Responsibility and Competence:
- Provide active advice and support programmes for process safety leadership / major accident risk awareness amongst Harbour Energy Leadership.
- Act as process safety point of contact for industry process safety workgroups and represent the Company in key industry forums.
- Develop / establish / maintain systems to ensure Harbour Energy is aware of and can respond to emerging industry standards / legislation in the areas of Process Safety.
- Routinely raise key process safety related issues / risks to line managers and support the HSES functional leaders in periodically presenting to management.
- Develop / contribute to corporate Process Safety and Human Factors focussed HSES MS content.
- Support functional HSES leaders in the development of the BMS documentation, annual Group / Regional HSES Plans / and HSES KPIs related to Process Safety.
- Analyse process safety metrics to identify trends and indicators and formulate improvement opportunities
- Assist in the identification, promotion, development and assurance of group process safety campaigns / initiatives
- Provide expert advice and / or peer assist to project teams to assist in development of formal safety assessment deliverables, and advice to BU’s to assist the management of Major Accident plant, process and people barriers so as to achieve risk tolerability objectives
- Participate in incident investigations into process safety incidents or high potential incidents / near misses where required.
- Support group wide HSES Audit programmes by acting as a key audit team member for HSES audits of assets / hubs / BUs across Harbour Energy.
- Support Project Stage Gate Assurance Reviews, by providing process safety expertise for the review of project HSES deliverables, resources and arrangements.
Critical Skills, Qualifications, Experience, etc.:
- Possesses a university degree (BEng ,or equivalent, required) in a relevant field
- Held position of Process/Technical Safety Engineer for a major oil or gas operator.
- Understands hazard identification and HSES risk assessment methodologies
- Understands bow-tie models, process safety barrier concepts, safety cases (incl. the objectives of various supporting formal safety assessment studies), and barrier performance standards and assurance sufficiently to explain to others the information contained in them.
- Participated in a project development during concept select, front end engineering, detailed design, providing technical / process safety expertise for the management of MAH via a program of formal safety assessment studies at various life-cycle phases.
- Understands Process Safety Fundamentals and the means for their integration into operational activities.
- Can prepare and deliver process safety training company-wide.
- Robust knowledge of the key processes relevant to process safety in design, operations and maintenance.
- Advises on and troubleshoots Process/Technical Safety problems and advises on effective solutions.
- Worked in diverse geographical settings preferably gained whilst working for a variety of Operators/Contractors;
- Willing to travel internationally (e.g. up to 2-3 weeks at a time several times per year) to support Harbour’s business needs globally)
- Able to obtain necessary certifications for travel to offshore locations as required (e.g. for audit purposes)
- A self-starter with a flexible approach to work requirements and an ability to adapt to changing circumstances
- Exhibits excellent interpersonal, relationship building and communication skills
