Purpose of Role: 

  • The Senior Manager – Project Services will lead the development and execution of Harbour Energy’s global project services strategy, providing senior leadership across cost, schedule, risk, estimating, reporting, and benchmarking functions. This role is critical in ensuring that Harbour Energy’s major capital projects are delivered with discipline, transparency, and predictability. 
  • Operating at senior management level, the role will shape corporate project services policy, oversee project services assurance at key decision gates, and drive performance excellence across the company’s global portfolio. The Senior Manager will serve as the focal point for Project Services capability development, ensuring alignment with corporate objectives and providing trusted insight to executive decision-makers. 

 

Critical Responsibilities (MAE/MATTE/HSES): 

Ensuring that all activities are carried out in a safe manner complying with all regulatory requirements, legislation and Harbour Energy HSES Procedures . 

 

Ethics and Compliance Responsibilities: 

Ensure that all activities and behaviours are carried out in accordance with Harbour Energy’s Ethics and Compliance Policies and Procedures, and to complete any compulsory compliance training as required 

 

Areas of Accountability, Responsibility and Competence: 

 

Strategic Leadership 

  • Provide corporate leadership for the Project Services discipline, setting standards, driving consistency, and embedding best practice across Harbour Energy’s global projects. 
  • Define and execute the Project Services strategy, ensuring it enables efficient delivery of capital projects and contributes to business value creation. 
  • Act as a senior advisor to the VP Projects & Technical Assurance, EVP Technical Services and other executive leadership on matters of cost, schedule and risk performance, providing data-driven insights to support portfolio optimisation. 
  • Represent Harbour Energy externally with industry peers, regulators, and partners, building credibility and influence. 

 

Governance and Assurance 

  • Lead Project Services input into corporate stage-gate reviews and major project assurance processes, ensuring compliance with Harbour Energy’s governance frameworks. 
  • Oversee the development, implementation, and continuous improvement of Project Services policies, standards, and procedures across all business units. 
  • Provide independent challenge on project performance, identifying systemic risks and recommending corrective measures. 
  • Contribute to investment papers and executive decision documents, ensuring cost, schedule, and risk assessments are robust, transparent, and strategically aligned. 

 

Operational Delivery 

  • Ensure that high-quality project controls, risk, estimating, and reporting services are delivered across all major projects. 
  • Oversee the development of integrated reporting frameworks and management dashboards to provide accurate, timely, and actionable insights for senior leadership. 
  • Monitor performance trends across the global portfolio, applying benchmarking and lessons learned to drive capital efficiency. 
  • Manage key corporate contracts and systems supporting Project Services (e.g., PIMS, SAP/EMS, Primavera, risk tools), ensuring they deliver value and efficiency. 

 

Leadership and People Development 

  • Lead and inspire a team of project services professionals, fostering a high-performance culture and developing the next generation of leaders. 
  • Build and sustain a global Project Services network, encouraging collaboration, knowledge sharing, and continuous improvement across business units. 
  • Mentor project teams in the consistent application of project services methodologies, tools, and techniques. 

 

Key Deliverables 

  • Delivery of governance-ready project services assurance at stage gates and investment decisions. 
  • High-quality, standardised cost, schedule, risk, and performance reporting across Harbour Energy’s portfolio. 
  • Evidence-based insights that support capital allocation decisions and enhance free cash flow. 
  • Strong capability pipeline for Project Services, with established professional networks and training pathways. 

 

Critical Skills, Qualifications,  Experience, etc.: 

  • Degree or postgraduate qualification in engineering, project management, business management, or finance (or equivalent experience). 
  • Significant experience in project services/project controls within the upstream oil & gas sector, with leadership roles spanning multiple regions and project phases. 
  • Deep knowledge of cost management, estimating, scheduling, risk management, performance measurement, and reporting for large-scale offshore projects. 
  • Proven record of shaping and implementing corporate-level standards and systems for project services. 
  • Skilled in the use of project management systems and tools (e.g., Primavera P6, Pertmaster, SAP/EMS, estimating software, PIMS). 
  • Strong commercial awareness and ability to integrate technical, financial, and strategic perspectives. 
  • Exceptional communication and influencing skills, with experience presenting to senior leadership. 
  • Demonstrated leadership of multi-disciplinary and culturally diverse teams, with a track record of mentoring and capability development. 
  • Ability to travel internationally to support projects and engage with business units.
