Areas of Accountability, Responsibility and Competence:
- Work remotely with Production Sites and follow up all relevant process safety topics including status reviews and reporting. Ensure that asset integrity is maintained by operating within the defined limits, and that hardware and human barriers are in place and functional throughout the operational phase of the asset from wells downhole to export sales points. This position is based at the DSQ office.
- Engage with risk owners within the business lines, and partner with the relevant stakeholders to arrive at sound risk management decisions regarding process safety concerns at the facilities.
- Applying Industry Safety with focus on IOGP Process Safety Principles & Process Safety Fundamentals and requirements in design activities and change reviews at existing production facilities, well designs and execution and projects, in areas of concern such as:
Equipment overpressure, over-temperature scenarios.
Managing reaction hazards
Preventive and Mitigative safeguards for Major Accident scenarios
Facilitating Hazard and Operability (HAZOP) studies and executing other project deliverables.
Quantitative and Qualitative Risk Screenings and Assessments.
Consequence Modelling using applicable industry methods
Vapor Cloud Explosion Consequence and Risk analysis
Defining fire protection design requirements for different equipment types including Fire & Gas Mapping
Capital Project Support including development and deployment of Project Risk Assessment and Management Plans which may include the above activities applied along the Project Management System timelines.
Well designs and control and barriers management.
- Ensure that all Management of change (MOC) processes are defined and applied for all asset life cycle phases to ensure that changes do not compromise asset integrity and assessing how it impacts on process safety.
- Establish and Implement Process Safety and asset integrity systems in line with Process Safety Policy. Ensure application of Harbour Energy Asset Integrity Policy. Develop procedures to control and improve asset integrity, must include steps for each operating phase, from startup to shut down to be clarified.
- Identifying process safety risks and managing them effectively from wells downhole to export sales points.
- Conduct investigations of any accidents, incidents, dangerous occurrences
- Responsible for fulfilment of all asset integrity and process safety interface topics with Harbour Energy.
- Help raise the awareness of Process Safety & Asset Integrity as well as HSE within Field operations.
- Auditing:
Establish and maintain compliance system to legislative and corporate requirements related to process safety and loss prevention.
Define process safety audit program.
Review outcome and findings, identify & prioritizes required corrective actions.
Critical Skills, Qualifications and Experience:
- Bachelor's degree in process engineering, chemical engineering or Process Safety Engineering or equivalent field from a recognized university
- Minimum of total 10 years relevant working experience in petrochemical, oil and gas industry in Technical, Operations, Process Design, or Engineering functions.
- At least 5 years of experience in specific Process Safety Engineering job roles.
- Process safety Design verification and Assessment (Drilling and facilities). Hazard identification, risk analysis and assessment methodologies (e.g. Hazard Identification (HAZID), Inherent SHE Review, PHAs)
- Knowledgeable in industry codes, standards and practices relevant to process design and safety and Recognized and Generally Accepted Good Engineering Practices.
- Risk scenario development techniques, including various methods of risk analysis.
- Good working knowledge of engineering software tools (HYSYS)
