Job Role: Hydrocarbon Accountant

Purpose of Role:

To provide Hydrocarbon Accounting services for UKBU Harbour Energy operated and non-operated assets  

 

Critical Responsibilities (MAE/MATTE/HSES):

  • Ensuring that all activities are carried out in a safe manner complying with all regulatory requirements, legislation and Harbour Energy HSES Procedures
  • Accurate and timely reporting of UKBU production data to meet commercial and internal and external Harbour Energy obligations

 

Ethics and Compliance Responsibilities:

  • Ensure that all activities and behaviours are carried out in accordance with Harbour Energy’s Ethics and Compliance Policies and Procedures, and to complete any compulsory compliance training as required

 

Areas of Accountability, Responsibility and Competence:

  • Management of data capture processes and the entry of data required for allocations in the Harbour Energy Hydrocarbon Management System (HMS) for all UKBU operated and non-operated assets
  • Daily statement reporting (gas and liquids)
  • Weekly, Monthly and Quarterly reporting
  • Monthly allocation and reconciliation, provide results for verification
  • Annual reconciliation
  • Assist with mismeasurement investigation as applicable prior to approval of entry of the measurements into the hydrocarbon allocation system, rerun allocation as required
  • Verify volumes content of transportation and processing tariff invoices in accordance with the relevant commercial agreement, report any inconsistencies
  • Troubleshoot and report on issues arising from discrepancies in data and resolve problems arising from current or historical data issues, report any inconsistencies
  • Scheduling of FPS shipping programmes for all UKBU Harbour Energy Operated assets and monitoring UKBU Harbour Energy Non-Operated availabilities
  • Ensure timely reporting of weekly/monthly production forecasts to onshore processing system operators
  • Provide forecasts as required for commercial obligations
  • Ensure preparation for any audit requirements, ensure audit trail is maintained to meet internal and external audit requirements
  • Undertaking ad-hoc tasks including reporting to external parties (e.g. NSTA)
  • Provide back-up holiday/sickness cover duties for other Hydrocarbon Accountant designated areas
  • Ensure changes to existing contractual arrangements and new field developments are brought on in line with the defined contractual frameworks, and that contractual obligations are always adhered to.
  • Specify and test any new developments or improvements required to Hydrocarbon Management System (HMS) for alignment with commercial agreements and for the delivery of HMS data across the UK business. Carry out and report on any testing results.
  • Maintain awareness of evolving legislation, technologies and develop strategies to support achieving optimum business performance
  • Update hydrocarbon accounting processes and procedures
  • Building strong working relationships with Stakeholders to ensure accurate, open and timely communication
  • Provide technical excellence and raise hydrocarbon accounting profile throughout the Harbour Energy organisation
  • Any other reasonable duty as per instruction by your manager

Critical Skills, Qualifications, Experience, etc.:

  • Educated to degree level in a relevant subject or appropriate experience and skills in the job
  • Production data and allocations system experience and significant commercial knowledge
  • Good understanding of offshore oil & gas production, transportation and onshore processing systems
  • Strong business perspective, ability to understand Upstream business and translate that knowledge to value-adding activities
  • Strong analytical skills
  • Good verbal and written communication and a high level of numeracy skills
  • Advanced computer skills (demonstrated proficiency in Excel, PowerPoint and database systems)
  • Basic knowledge of metering systems and principles of metering uncertainty and how they are used in the allocation process
  • Able to analyse current associated business processes and propose and implement change, where possible, to add value to the business.
  • Good team worker e.g. able to liaise comfortably with engineering and commercial functions 
  • Ability to plan and organise workload and multi-task
